Job Description

- Develop and manage the country’s financial plans, budget and rolling forecast.
- Prepare accurate monthly, quarterly, and annual financial reports for internal and external stakeholders.
- Monitor financial performance against budgets, forecasts and last year, identifying variances and recommending corrective actions.
- Ensure timely review of the financial report to ensure accuracy and completeness at the location level, and submit financial statements to regional and global headquarters, as required.
- Oversee or conduct daily accounting functions with timeliness, completeness, and accuracy, in accordance with PSA BDP policies and ethical standards.
- Ensure effective deployment of Working capital through robust Accounts Receivable Management with stringent credit control and debt monitoring procedures, and well-controlled Accounts Payable Management.
- Lead and manage the country or sub-region finance team, providing guidance, mentorship, and training. Ensure effective delegation of tasks and clear communication within the team, and foster a culture of accountability, collaboration, and continuous improvement within the finance function.
- Liaise with external auditors, tax consultants, and government authorities as required.
- Facilitate the external audit review and ensuring unqualified certification of accounts.
- Ensure all company secretarial duties, where applicable, are discharged in a timely manner, ensuring full compliance with statutory requirements.
- Review and ensure timely and accurate submission of local tax filing to the Tax Authority, in compliance with local tax laws, financial regulations, and company policies.
- Periodic review of business contracts and operations, to identify associated financial risks at the location level, and work with local management to implement controls to mitigate risk. Initiate regular internal self-audits to ensure adherence to financial controls.
- Ensure compliance in all legal/statutory requirements and in adherence to PSA BDP policies and ethical standards.
- Work closely with Global Treasury Team on the management of cash flow to ensure sufficient liquidity for operational needs.
- Plan and prepare weekly cash forecast with best efforts and ensure timely submission as required by the Global or Regional Team, with variance analysis tracked.
- Ensure proper handling of currency exchange, banking transactions as and when required.
- Collaborate with local and regional management team to provide financial insights and support strategic decision-making, and monitoring of business plans.
- Participate and conduct financial analysis to evaluate new opportunities, projects, or investments on expansion and other strategic initiatives, implementation of new business startup, capital purchases, cost tracking, and establishment of financial controls and procedure.
- Provide support and assistance in any other business from time to time.
- Degree in Accounting or Finance, or professional certifications such as CPA, ACCA, or CFA.
- Minimum of 7 years of experience in accounting / financial management experience, preferably with at least 3 years in a managerial position.
- Strong knowledge of financial management, budgeting, and forecasting and familiarity with local tax regulations, financial laws, and compliance requirements.
- Strong Interpersonal, written, and verbal communication skills in English
- Proficiency in accounting software and ERP systems, including Microsoft Excel and other financial modeling tools.

Position Overview
The Country Finance Manager is responsible for overseeing the financial operations of the organization within a specific country or a sub-region. This includes financial planning, budgeting, reporting, compliance, and risk management and providing business support to the local and regional management. The role ensures that the organization’s financial practices adhere to local regulations and align with global financial policies, and execution in accordance with the approved Delegation of Authorities (DoA).
