Responsibilities
Description of Position:
The Financial Advocate is responsible for serving as the point of contact for all functions and workflows surrounding self-pay accounts. This is accomplished by performing a variety of tasks such as creation of price estimates, counseling patients regarding insurance coverage and benefits, arranging payment plans, and helping with determining eligibility for resources to aid in management of out-of-pocket responsibilities.
Essential Functions/Responsibilities:
Departmental Support
· Maintains confidentiality regarding all patient, employee, and hospital information.
· Provides financial guidance for in-house patients requiring financial assistance and coordinates their application process for third party resources or the hospital’s charity care program.
· Assists patients by answering questions and taking necessary steps toward resolving issues concerning their account.
· Keeps informed of developments in government insurance programs, presumptive eligibility, and third-party assistance programs.
· Maintains an understanding of price transparency and No Surprises Act.
· Work with Director of Revenue Cycle to develop policies and procedures for the Financial Assistance Program.
Financial Advocate Functions
· Reviews and transfers self-pay and bad debt accounts to hospital’s vendors.
· Responds to questions and requests from hospital’s self-pay and collection vendors. This includes patient disputes, legal letters, and reconciliation reports.
· Applies patient payments to accounts.
· Processes self-pay, small balance write-offs.
· Processes self-pay refunds.
· Coordinates requested payroll deductions from employees.
· Reviews financial assistance applications, determines eligibility and applies applicable discount.
· Establishes payment plans and oversees hospital’s lending program.
· Provides financial quotes for services when requested.
· Identifies accounts requiring estimates and creates estimates as necessary.
· Reviews insurance coverage changes and corrects accounts as needed.
· Files probate claims when necessary.
Basic UPH Performance Criteria
· Demonstrates the UnityPoint Health Values and Standards of Behaviors as well as adheres to policies and procedures and safety guidelines.
· Demonstrates ability to meet business needs of department with regular, reliable attendance.
· Employee maintains current licenses and/or certifications required for the position.
· Practices and reflects knowledge of HIPAA, TJC, DNV, OSHA and other federal/state regulatory agencies guiding healthcare.
· Completes all annual education and competency requirements within the calendar year.
· Is knowledgeable of hospital and department compliance requirements for federally funded healthcare programs (e.g. Medicare and Medicaid) regarding fraud, waste and abuse. Brings any questions or concerns regarding compliance to the immediate attention of hospital administrative staff. Takes appropriate action on concerns reported by department staff related to compliance.

Qualifications
Minimum Requirements
Preferred or Specialized
Education:
· High school diploma or equivalent
· One (1) to two (2) years of college
Experience:
· One (1) year of collections experience in a healthcare business office setting
· One (1) year of billing experience in a healthcare setting
License(s)/Certification(s):
· Valid driver’s license when driving any vehicle for work-related reasons.
Knowledge/Skills/Abilities:
· Basic computer knowledge using word processing, spreadsheet, email, and web browser.
