      The Finance Department provides quality government financial services to the City of Oakland. We manage the City’s financial affairs with the highest degree of customer service, honesty, and integrity. We value teamwork, trust, accountability, and fiscal responsibility.

      The Treasury Bureau is one of the four bureaus within the Finance Department. Treasury is responsible for Cash and Investment Management, Debt Management for the City and Successor Agency, and administration of all City Retirement Systems. Debt management includes the issuance of new debt, maintaining and restructuring debt, and managing day to day investment portfolios. City debt issuances include general obligation debt for infrastructure and affordable housing, master lease agreements for vehicles, and pension obligation bonds. The mission of the Treasury Bureau is to promote the conditions for fiscal prosperity and stability in Oakland.

      The City of Oakland is currently recruiting to fill one (1) Financial Analyst (Selective Certification – Municipal Debt) vacancy within Finance’s Treasury Bureau.

      This position supervises and oversees Municipal Debt functions and staff; initiates and coordinates bond transactions; creates, manages, and amends City Debt and Swap Policy; evaluates fiscal and credit impacts of proposed financings by various investment banks; optimizes the City’s credit ratings; monitors bonds for refunding opportunities; maintains compliance with regulatory agencies; and reviews and performs sensitivity analysis to determine the best financing alternative for the City.

      • Experienced in municipal debt financing. You have worked in the public finance sector or in a municipal finance department, with experience specific to debt issuance and management.

      What you will typically be responsible for:
      • Managing a debt portfolio of $1.2 billion including new issuance and refunding of outstanding debt.
      • Managing post compliance related to debt issuance, such as continuing disclosure, debt service, etc.
      • Preparing and evaluating requests for proposals and reports.
      • Participating in bond issuance transactions, from putting the finance team together to closing the transaction.
      • Evaluating the fiscal and credit impact of financings to the City proposed by various investment banks.
      • Performing sensitivity and cash flow analysis to determine the best method of financing.
      • Performing daily cash and investments portfolios daily; settle trades; and execute overnight investments.
      • Preparing annual tax levy to the County.

      This recruitment will produce two eligible lists. The restricted list will be for full-time, permanent part-time, or part-time City employees who meet the minimum qualifications. The open list will be for all other applicants who meet the minimum qualifications.

      Selective Certification (Municipal Debt)
      This recruitment is being announced in accordance with Section 5.03 of the Civil Service Rules. The eligible list generated from this announcement will only be used to fill Financial Analyst positions specialized in Municipal Debt, including full-time and permanent part-time positions, if applicable, and may be used to fill future vacancies with the same Selective Certification.

      Any combination of education and experience that is equivalent to the following minimum qualifications is acceptable.

      For Selectively Certified Financial Analyst (Municipal Debt) :

      Education:
      A Bachelor’s degree from an accredited college or university in business or public administration, economics, finance, accounting or closely related field. Master's degree may be substituted for one year of experience.

      Experience:
      5 years municipal debt experience with a qualified public finance institution or a finance department of a municipality, with direct responsibilities related to debt issuance and management.

      Other requirements:
      Experience using DBC Finance to conduct analytics or any other debt structuring system.

      Desirable Qualifications:
      • Experience in municipal finance, credit analysis, capital markets, or public policy
      • Experience with EIFD (Enhanced Infrastructure Financing District) financing

      The Recruitment Process:

      The City of Oakland works with a Civil Service system. Applicants apply online, and HR staff reviews their experience, education, and training listed on the application against the “minimum qualifications” listed for each position.

      Candidates who demonstrate that they meet the minimum qualification requirements are then invited to participate in an assessment process (or testing) to measure their knowledge, skills, and abilities in job-related areas.

      Candidates who do not demonstrate that they meet the minimum qualification requirements will have an opportunity to request a final review. Candidates must request a final review within 5 business days of being notified that they did not meet the minimum qualifications.


      In the final review, candidates may clarify information already provided on their application. No additional work history, education, or certifications will be accepted. Any decisions made during this review process will be final.


      For this recruitment, all qualified applicants will be sent a writing exercise, which will then be evaluated and rated by subject matter experts. The tentative date that the writing exercise will be sent for completion is the week of November 6, 2023.

      For some recruitments, more than one type of assessment may be used. Depending on the number of candidates who pass the first assessment (multiple-choice test, structured interview, supplemental screening, performance exam) you may be asked to complete a secondary assessment before the recruitment is finalized. If a secondary assessment is scheduled, you will be notified by email with specific details.
