      Major Duties (Job Description)

      • You will perform or advise on work in any of the phases or systems of budget administration.
      • You will analyze and recommend costs and benefits of alternative methods of financial management of organization's programs and administrative operations.
      • You will provide advice on effective and efficient methods for the acquisition and use of funds to support the organization's programs and activities.
      • You will formulate budget and cost estimates to support plans, programs, and activities.
      • You will develop, determine, and interpret budgetary policies and practices.

      Qualification Summary

      GS-09: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

      1. Develop recommendations to improve financial management operations;
      2. Monitor programs to ensure compliance with financial management policies and procedures;
      3. Advise personnel on financial programs, policies, and procedures.
      OR have successfully completed a master's or equivalent graduate degree OR have successfully completed two full years of progressively higher level graduate education leading to a master's degree OR have obtained an LL.B. or J.D. that is related to the position being filled OR have a combination of experience and graduate education as described above that equates to one year of experience.

      GS-07: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

      1. Develop financial reports on programs to submit to management;
      2. Utilize financial systems to input information;
      3. Gather financial data to retrieve the status of programs.
      OR have successfully completed one full year of graduate-level education OR have successfully completed a bachelor's degree with superior academic achievement OR have a combination of experience and graduate education as described above that equates to one year of experience.

      Conditions of Employment

      • Must be a US Citizen.
      • Must be determined suitable for federal employment.
      • Must participate in the direct deposit pay program.
      • New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check.
      • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
      • Males born after 12-31-59 must be registered for Selective Service.
      • May be required to successfully complete a probationary/trial period.
      • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites.
      • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty.
      • This is a Financial Management Level 1 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d.
      • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
      • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA).
