      About the Position: Serves as Financial Technician and performs analysis and evaluation of financial, budget and accounting and travel data pertaining to a diverse fund environment for a Defense Health Agency (DHA) Medical Treatment Facility (MTF).

      This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB)

      Duties


      • The Financial Technician is responsible for the control and coordination of required actions to support the successful deployment, operation, and management of Defense Travel System (DTS).
      • The Incumbent is responsible for providing the Lines of Accounting (LOAS) to travel requests.
      • Provides technical assistance on matters pertaining to all aspects of travel/temporary duty; maintains commitment/obligation, statical, and administrative files as required.
      • Approves and processes GTC applications to ensure applicants are within compliance of GTC program;
      • Monitors and reports restricted cards, credit limits, delinquencies and cardholder abuse.
      • Reviews travel card activity report for misuse and approves individual cardholders for an increase in card limits.
      • Reviews the delinquents and payables monthly for all open documents related to travel in the Organization Defense Administrator (ODA), DTS, and Citibank.

      Requirements


      • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
      • One year trial/probationary period may be required.
      • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
      • Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.
      • This position has been designated Mission Essential.
      • In the event of severe weather conditions or other such emergency type situations, the incumbent is required to report to work or remain at work as scheduled to support mission operations.
      • Position is designated as Inclement Weather Essential. The incumbent must make every attempt to report for work on time and/or remain on duty during severe weather conditions.
      • This is a DOD Financial Management position. The incumbent must complete training and meet position requirements for certification at Level 1 within 2 years of appointment.
      • Failure to obtain and maintain this certification within the required time may subject the incumbent to adverse action.

      Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.       Specialized Experience: One year of specialized experience equivalent to the GS-06 grade level in the Federal service which includes: 1) Utilizing automated systems such as Defense Travel System (DTS) to initiate, and process travel authorizations and vouchers; 2) identifying and resolving issues regarding pay and/or financial concerns in accordance with federal regulations; 3)creating financial reports such as audits and budgets. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).
