      Position Overview

      Under general supervision, the Firearms Eligibility Analyst II within the Illinois State Police, Firearms Services Bureau, serves as a designated lead worker and a subject matter expert in the FOID Unit. This position drafts new/revised FOID/CCL policy and procedure recommendations; reviews and analyzes Governor's pardons received from applicants for the restoration of their firearms privileges; and serves as a liaison to various external state and federal entities in the processing of FOID/CCL cards.

      Job Responsibilities

      35% 1. Serves as a designated lead worker
      • Assigns and reviews work, provides guidance and training to lower level Firearms Eligibility Analysts and less experience staff on policy and procedures impacting firearms eligibility.
      • Assists the supervisor with the completion of weekly assessments during the trainee program, including audits of employee work product.
      • Advises immediate supervisor regarding performance of staff.
      • Trains staff on new procedures impacting firearm eligibility.
      • Assists employees with questions and problem resolution in the review and analysis of criminal history entries.
      30% 2. Serves as a subject matter expert in the FOID Unit.
      • Reviews, analyzes and interprets criminal history hits received from federal, state and inhouse databases including the most complex criminal histories, to assess an applicant's FOID and or CCL eligibility.
      • Utilizes the Internet to research criminal codes, terminology, and laws related to firearm eligibility.
      • Independently makes decisions to approve, deny or revoke FOID cards and/or CCL permits.
      • Assists Supervisor with the reissuance on firearm privileges.
      • Analyzes LEADS, CHRI (Criminal History Record Information), Ill (Interstate Identification Index), NCIC (National Crime Information Center), and NICS.
      10% 3. Drafts new/revised FOID/CCL policy and procedure recommendations.
      • Uses the internet to research firearm eligibility/permit programs, systems and procedures including legislative proposals, and initiatives.
      • Submits recommendations for improvement.
      10% 4. Reviews and analyzes Governor's pardons received from applicants for the restoration of their firearms privileges.
      • Contacts the Prisoner Review Board or appropriate agency to confirm validity.
      • Reviews pardon documents for language consistent with Bureau procedures to determine if firearms rights have been restored. May contact the ISP legal department or federal counterparts for guidance on pardon language.
      • Approves or denies applications or issues cards based upon the determination.
      10% 5. Serves as a liaison to various external state and federal entities in the processing of FOID/CCL cards.
      • Answers questions concerning Illinois Criminal history.
      • Assists lower level staff in making contact with federal counterparts.
      5% 6. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

      Minimum Qualifications

      1. Requires two (2) years' experience as a Firearms Eligibility Analyst I
      2. Requires current Law Enforcement Agencies Data System (LEADS) Less Than Full Access Certification.
      NOTE: Failure to maintain continuous and current Law Enforcement Agencies Data System (LEADS) Less Than Full Access Certification may result in disciplinary action.

      Preferred Qualifications

      1. Two (2) years' experience reviewing federal and state statutes in all areas impacting FOID card and CCL eligibility.
      2. Two (2) years' experience reviewing researching criminal histories.
      3. Two (2) years' experience operating a personal computer and utilize relevant software.
      4. Two (2) years' experience utilizing the internet to research criminal and mental health histories.
      5. Two (2) years' experience interpreting legal opinions from state and federal statutes, and government agencies.
      6. Two (2) years' experience drafting new/revised policy and/or procedures regarding FOID card and concealed carry permit eligibility.
      7. Two (2) years' experience interpreting, analyzing, explaining, and applying statutory requirements, rules, regulations and procedures in regard to FOID card and concealed carry permit eligibility.
      8. Two (2) years' experience analyzing and comparing information and draw valid conclusions.
      9. Two (2) years' experience using discretion, judgment, and confidentiality.
      10. Two (2) years' experience establishing and maintaining cooperative working relationships with coworkers, and law enforcement and legal personnel.

      Conditions of Employment

      1. Requires ability to pass the Illinois State Police background investigation.
      2. Requires the ability to pass drug testing.
      3. Required to be fingerprinted.
