      Job Title: Air Quality Program Manager Department: Fisheries

      Reports To: Asst. Director of Fisheries Hours: 40 Hrs/Week- Full Time

      Position Summary:
      Responsible for implementation and oversight of Tribal Air Quality Program. Primary duties include program development, program budgeting, grant writing/securing funding, developing and updating facility inventories, establishing an air monitoring program, participating in agency forums, reviewing SEPA applications/permits, Climate change Assessments to quantify impacts to Tribal Natural Resources including fisheries, wildlife, and traditional/lands. Sea level rise impacts to before and existing restoration/habitat projects to enhance and recover ESA listed salmon, developing/reviewing/revising air quality standards, interfacing with Puget Sound Clean Air Agency (PSCAA), interfacing with other tribal, local, state, and federal government agencies on air quality matters.

      Essential Duties and Responsibilities
      1. Designs and implements the Tribal Air Quality Management Program, a comprehensive program applicable to all lands and activities which may affect air quality on the Reservation.
      2. Issues and regulates burn permits for ceremonial and other authorized burning on Trust parcels.
      3. Coordinates with Puget Sound Clean Air Agency (PSCAA) in regulation review process and development of Tribal Air Quality Program.
      4. Reviews/revises Puyallup Tribal Air Quality Regulation I, II, and III.
      5. Represents the Puyallup Tribe on the PSCAA Advisory Council, which meets monthly.
      6. Drafts periodic news articles on current air quality issues for tribal Newspaper.
      7. Provides environmental education materials/information regarding burn bans, alternatives to outdoor burning, and other environmental air quality issues.
      8. Coordinates with EPA Federal Air Rules (FARR) department to determine burn bans for trust properties.
      9. Develops Burn Complaint Response system for reservation.
      10. Works with attorney to apply for Treatment as a State status.
      11. Review and comment on the permitting process of facilities located within the reservation.
      12. Conducts inspections of facilities for compliance within the reservation.
      13. Develop and implement a Climate Change program to identify impacts to Tribal Natural Resources including impacts to Treaty Fisheries, Habitat Restoration in both fresh and saltwater and impacts to traditional native foods and medicine.
      14. Coordinate the Climate Change plan with Tribal Fisheries, Land Use, Wildlife, Cultural and Natural Resources Depts.
      15. Conducts air monitoring using continuous monitoring method and develop meteorological data.
      16. Identifies sources of air pollution within the reservation and takes prompt action to notify appropriate agencies/businesses to bring potential violations into compliance with established Clean Air Act requirements.
      17. Develops Quality Assurance Plan for continuous monitoring and meteorological station.
      18. Does routine maintenance and calibration of air monitors and performs Network Reviews, Systems Audits, Field Performance Audits and Data Quality Assessments timely and accurately.
      19. Provides Quality Assured Data to EPA and uploads data into the Air Quality System (AQS).
      20. Maintains grant record keeping and reporting to comply with CAA and procurement, financial and property regulations contained in 40 CFR. Maintains effective management of Tribal Air Program including the submission of timely quarterly reports, financial status reports, project reviews and evaluations, and project completion evaluations. Participates in necessary on-site and conference calls.
      21. Meets with tribal fisheries and habitat analysists, and wildlife dept. to review and develop recommendations to mitigate for impacts from climate change impacts.
      22. Performs other duties as assigned.

      Qualifications and Requirements

      Education and/or Experience

      Bachelor's degree (B. A.) from four-year college or university in Environmental Science or a related field; or four years experience and/or training in air quality inspection/regulations, environmental science, environmental regulations, laboratory analysis or related field; or equivalent combination of education and experience. Specific environmental and/or air experience strongly preferred. Intermediate computer experience in word processing, spreadsheets and database applications required in order to produce reports.

      Language Skills

      Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

      Mathematical Skills

      Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

      Reasoning Ability

      Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

      Licenses or Certificates

      Must have a valid and unrestricted Washington State Driver’s License. Driver’s License must not contain any restrictions that would otherwise prevent an employee from driving a GSA vehicle.

      Must submit to and be able to pass a criminal background check prior to employment and periodically throughout employment.

      Air Quality inspection certification preferred.

      Must attend continuing education courses in Air Quality education.

      Strong written and oral communication skills.
