- Completion by Summer 2024 of an undergraduate degree or master’s degree or Canadian equivalent.
- Currently enrolled in or working towards the necessary prerequisites for admission into the CPA PEP with at least a current minimum of a 2.33 GPA / 65% in the Prerequisite courses.
- Enrolled in the CPA PEP program by Summer 2024.
- Completed prerequisites for the CPA program by Summer 2024.
- Preference may be given to applicants with a higher GPA.
- Note: Travel outside the Victoria area is a requirement of this position.

This job profile resides in the Office of the Comptroller General, Ministry of Finance, but includes student rotations across multiple branches and ministries. The student typically reports to an excluded manager and may also take functional direction from a Senior Financial Officer who is often responsible for an entire program area or is responsible for a project team.
This program is designed for Graduate level Chartered Professional Accountants (CPA) Professional Education Program (PEP) Students. Successful candidates will be enrolled into the 24-month CPA PEP and complete 30-month Practical Experience, which involves a series of rotations between branches and ministries. This is a developmental job profile leading to the full working level Financial Officer (Grid 21). The continuum consists of the entry level at Financial Officer 18 and the full working level at Financial Officer 21. Successful candidates will be hired as a Financial Officer 21 (FO 21) and under-implemented as a Financial Officer 18 (FO 18). Upon completion of the Common Final Examination (CFE), participants will achieve the Financial Officer (FO 21) level for their following years. The role profile requires theoretical knowledge of governance, management accounting, audit and financial reporting, typically acquired as individuals progress through the CPA’s PEP.
The CPA Articling Student provides services and support for the development, implementation and maintenance of government’s financial policy and legislative framework; the preparation and evaluation of management information to meet budgeting, cost, revenue management, and performance measurement needs; analysis and reporting of financial results; and the provision of audit, review recommendations and assurance advice to support effective financial management, governance, accountability, and performance management practices.
