      Public Guardian and Trustee of British Columbia

      The Public Guardian and Trustee (PGT) is an independent statutory corporation sole and acts under provincial legislation to protect the legal rights and interests of children, vulnerable adults and deceased and missing persons.

      The Services to Adults (STA) division delivers a wide range of individualized services to or on behalf of vulnerable adults who require assistance in managing, protecting, and making decisions about their personal, financial or legal affairs. Vulnerable adults may require assistance by reason of mental illness, development disability, traumatic brain injury or degenerative conditions affecting brain functions (e.g. dementia).

      In carrying out the Public Guardian and Trustee's duty to ensure that vulnerable individuals are not at risk of financial or other abuse, the Private Committee Services department (PCS) reviews applications for committeeship and makes recommendations to the Supreme Court on their suitability. Once appointed, PCS has a role in ensuring private committees are acting in the adult’s best interests, reviewing their accounts and investigating when inappropriate management is suspected.

      The Committee Review Officer (CRO) manages a case load of private committee files. These individuals are charged with the financial and/or personal care of adults who are resident in or have assets located within the Province of BC. The CRO assesses the risk associated with each file, exercising professional judgement to determine the level of review required. They review the private committee’s accounts to assess the appropriateness of the committee’s management, reconciling reported assets and liabilities to supporting documents and preparing working papers to support their findings.

      The CRO also investigates concerns of financial mismanagement or personal abuse of adults with a private committee, which may be received from the community or arise from their review of a committee’s accounts, in a timely, sensitive and professional manner. Where the adult’s assets are at risk, the CRO is responsible for taking measures to protect them. The CRO develops and actions an investigation plan, and in consultation with in-house legal counsel, may recommend the private committee’s authority be removed.

      Job Requirements:

      • A Bachelor's degree in a business or financial discipline or completion of the 4th Level of a professional accounting program (CPA, CGA, CMA, CA).
      • A minimum of 2 years of experience related to financial reviews or audits, or an equivalent combination of education and experience.
      • Experience with issues relating to adults with disabilities, including financial/tax considerations, community support networks, and other resources available to them is considered an asset.
