      SUMMARY OF DUTIES:
      The Manager, Food & Beverage Operations oversees and ensures the smooth coordination of food and beverage activities on trains and within assigned warehouse(s) across the Amtrak system, while managing the relationship with the Managed Services Provider.
      This position is responsible for the coordination of food and beverage activities on all assigned trains and ensures that the Managed Services Provider maintains daily catering and supply operations for foodservice cars, sleeping cars, and stations across the Amtrak system. The Manager Food & Beverage Operations acts as the Food and Beverage Department’s subject matter expert, who supports and collaborates with local division staff, On-Board Services Management, Mechanical, Engineering, and Transportation departments as well as the Managed Services Provider’s staff. This position monitors compliance of daily operational functions of the warehouse facilities (may be more than 1 (one) facility), provisioning of stock to/from trains, compliance with corporate policies and procedures, accounting procedures related to train operations accounts, FDA requirements, Amtrak Public Health and other sanitation requirements and safety performance.

      ESSENTIAL FUNCTIONS:

      • Lead and provide oversight for the Managed Services Provider in the operation of Amtrak Warehouse facility(s), train provisioning efforts, merchandising, product rotation, etc.
      • Monitor and provide guidance for Managed Services Provider’s team of up to 120 employees, in a 24/7, 365-day operation.
      • Monitor and facilitate timely and effective responses from the catering vendor in addressing operational challenges within the assigned territory.
      • Conduct product specification checks and audits to ensure vendor compliance with the Supply Chain provision of the Managed Services contract.
      • Maintain Amtrak’s Food & Beverage departmental procedures, monitor spoilage, inventory, and all related safety measures for contract performance.
      • Lead and oversee all regulatory requirements of the FDA, state and local health agencies, Amtrak’s Public Health department from the commissary facilities to the trains and ensure compliance.
      • Monitor facility and vehicle safety procedures and provide direction to the Managed Services provider to ensure the proper operation of Amtrak equipment (Example: over the road vehicles, yard tractors, forklifts etc.)
      • Monitor and ensure compliance with all federal, state, and local liquor regulations.
      • Ensure adherence to polices and procedures on the use of inventory and financial systems for the effective control of inventory and food & beverage expenditures.
      • Lead the food & beverage operational unit within budgetary guidelines, which consists of over 1,000 SKU’s and purchases ranging from $8M - $11M annually.
      • Perform site visits and inspections in warehouse facilities, train yards, stations, and on-board rolling stock.
      • Collaborate with On-Board Service Train Managers for menu updates, process improvement initiatives, provisioning methodologies/quantities, and policy and procedure changes and/or updates.
      • Provide support to all divisional management and various state partners.
      • Act as a change agent in joint efforts to improve operational efficiencies in food service.
      • Support On-Board Service employee training to maximize food and beverage revenues to achieve corporate goals.
      • Support route improvement initiatives to improve CSI through enhanced food & beverage services.
      • Support technology projects (such as Point of Sale systems) in accordance with company initiatives and goals.
      • Provide ground level support of new marketing initiatives for routes within the assigned territory.

      MINIMUM QUALIFICATIONS:

      • Bachelor’s degree from an accredited college level institution, or and equivalent combination of education, experience, and training.
      • 7 (seven) years of direct work experience in procurement, contract management, customer service, food & beverage, hospitality, or warehousing operations.
      • 7 (seven) years managerial experience in planning, budgeting, employee supervision, contract management and process implementation.

      MINIMUM KNOWLEDGE, SKILLS AND ABILITIES:

      • Demonstrated ability to assess people, operations, equipment, and revenue opportunities.
      • Demonstrated ability to work with on-site teams to implement change and illustrate results.
      • Demonstrated project management skills.
      • Knowledge of supply chain management related to procurement and warehousing.
      • Knowledge of facility and vehicle safety procedures.
      • Understanding of federal, state, and local liquor regulations.
      • Proficiency in MS Office Suite applications.
      • Must have excellent oral and written communication skills (effective communication is crucial for collaborating with cross-functional teams, providing clear instructions to service providers, and conveying information to divisional leadership and state partners).

      PREFERRED QUALIFICATIONS:

      • 9+ (Nine) years of direct work experience in procurement, contract management, customer service, food & beverage, hospitality, or warehousing operations.
      • 9+ (Nine) years managerial experience in planning, budgeting, employee supervision, contract management or process implementation.
      • Bachelor’s degree in transportation, hospitality, business, or supply chain management.
      • Hands-on experience with data analysis and/or data visualization tools, and inventory management systems.

      WORK ENVIRONMENT:

      • Frequently performs site visits and inspections in warehouse facilities, train yards, stations, and on-board rolling stock.
      • Up to 30% travel throughout the system (via airplane, train, and automobile).

      COMMUNICATIONS AND INTERPERSONAL SKILLS:
      Must have excellent oral and written communication skills.

      The salary/hourly range is $101,900 - $131,976. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
