Job Description

- Provides day‐to‐day supervision and direction to the four‐person F‐COMMS/CONG team and participates as a critical member of F’s senior leadership team.
- Oversees tracking and analysis of appropriations legislation and other bills relating to U.S. foreign assistance resources, as well as the release of subsequent F guidance on reporting and other requirements.
- Prepares senior Department and Bureau officials for Congressional oversight and budget briefings and hearings, as well as external engagements, and organizes follow‐ups as necessary.
- Engages directly with Congressional staff and Bureau of Legislative Affairs (H) leadership, organizing responses to questions and taskings.
- Provides strategic direction on the nexus between Congressional engagement, public engagement, and NGO stakeholder engagement to most effectively advance and defend the Department’s foreign assistance priorities.
- U.S. Citizenship is required.
- Incumbent will be subject to random drug testing.

- Experience leading a team of people, providing regular oversight and direction.
- Experience providing recommendations and guidance, including written analyses and briefs, to senior officials on legislative initiatives and matters related to appropriations legislation and foreign assistance.
- Experience understanding, synthesizing, and developing Congressional reporting and other requirements for leadership and staff.
- Experience working on programs, policies, and/or strategies related to the implementation of U.S. foreign assistance and the use of foreign assistance to advance foreign policy priorities.
- Experience preparing staff and senior leadership for congressional meetings, briefings and hearings.
- Experience working with Congressional staff, including House and Senate Appropriations Committees, the House Foreign Affairs Committee and Senate Foreign Relations Committee.
- Experience working with U.S. foreign assistance stakeholders, including NGO stakeholders, press, and U.S. government partners.
- Ability to assign, review, and supervise the work of others;
- Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
- Ability to adjust to change, work pressures, or difficult situations without undue stress;
- Willingness to consider new ideas or divergent points of view; and
- Capacity to "see the job through."

This position is in the Office of U.S. Foreign Assistance Communications and Congressional (F-COMMS/CONG) Directorate and works directly for the bureau's Deputy Director to oversee the work of the F-COMMS/CONG team.

Qualifications

Applicants must have the required experience or education as described below and meet any selective factors, when specified.
BASIC REQUIREMENTS: Have a bachelor's or graduate degree from an accredited college or university in international law, international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities;
OR Have a bachelor's or graduate degree from an accredited college or university that included a combination of courses, with at least 24 semester hours in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities;
OR Have 12 semester hours in one of the above disciplines and 12 semester hours in statistics / quantitative methods.
OR Have a combination of education and experience where your coursework was equivalent to a major, or a combination of related courses totaling at least 24 semester hours, (as shown above), PLUS appropriate relevant experience OR additional education.
OR Have completed at least 4 years of appropriate experience in one OR more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs.
(NOTE: qualifying work experience may have been gained through residence, study, teaching, business or commercial activities, military service, newspaper work, military or civil government activities, missionary or international relief work, or other experience in foreign countries.)
