- Performs FSSP participant outreach, recruitment, engagement and retention activities.
- Conducts FSSP participant orientation and informational seminars/workshops.
- Provides case management and counseling services to assigned FSSP participants.
- Provides social service, medical, mental health and other referrals to assigned FSSP participants as needed.
- Monitors and tracks assigned FSSP participants’ progress.
- Maintains accurate and up-to-date case files on all assigned FSSP participants.
- Promotes socialization and other activities to improve the quality of life of FSSP participants.
- Prepares and submits activity reports.
- Performs other duties as assigned by the Social Work Supervisor II and the Director of Resident Services.
- Performs other duties as assigned.
- Possession of a valid Maryland driver's license.
- Must be able to be covered under the Authority's fidelity bond.
- Must be able to be covered under the Authority's vehicle insurance policy.
- You must successfully pass a prescreening investigation, including employment and education verification, drug screening, and a physical examination.
- Probationary Period: This is a full-time permanent position. Upon employment, you will be required to serve a 6-month probationary period.
- All new employees are required to receive at least one COVID-19 vaccination shot in a two-shot series or be fully vaccinated prior to the date of hire.

Position Summary
Under general supervision, performs responsible work to coordinate and monitor Housing Choice Voucher Program and/or public housing resident’s participation in the Family Self-Sufficiency Program (FSSP). Performs responsible engagement/recruitment, retention and case management work for FSSP participants. Duties include: (1) performing outreach, recruitment and engagement activities to promote FSSP participation; (2) providing case management services to FSSP participants; and (3) monitoring the progress and overall participation of FSSP participants. Performance of the duties requires knowledge of social services, socio-economic issues/problems facing low-income/disadvantaged residents/families and knowledge of counseling methods and techniques. The position involves the assignment of a large caseload of individuals/families located in several locations throughout the Metropolitan Baltimore area.
All activities must support the Housing Authority of Baltimore City (“HABC” or “Authority”) mission, strategic goals, and objectives.
Major Duties
Minimum Education, Training and/or Experience
Graduation from an accredited college or university with a Bachelor’s Degree in Business Administration, Sociology, Psychology, Social Work or a related field preferred. At least two (2) years of responsible experience in the human/social service field preferred. Any equivalent combination of education, training and experience which provides the required knowledge and abilities may be considered sufficient
Must possess a valid state of Maryland driver’s license and be insurable under the Authority’s plan. Must be eligible for coverage under the Authority’s fidelity bond. Must not engage in private real estate business. Must be available to work some evenings and weekends when necessary.
