Fund programs and initiatives, big and small, that help communities in times of emergency, as well as to recover and prepare, including through disaster recovery funding and the Disaster Ready Fund to help reduce the risk and impact of disasters;

Work with communities, industry and non-government organisations by connecting local Regional Support Officers and other NEMA staff right around Australia, to share lessons learnt, provide awareness on navigating Government services, and gain community and industry-led ideas and concepts to inform strategic policy and planning;

Provide national leadership to share knowledge, situational awareness, and trends in disaster efforts to inform, guide and shape the national picture and decision-making at the Commonwealth, state and local Government level – including through policy development and strategy to improve risk reduction, resilience and recovery; and
-
Provide round-the-clock all-hazards monitoring and operational coordination for domestic and international emergencies, including supply chain disruptions, critical infrastructure outages, biosecurity risks and widespread cyber-attacks, and through supporting preparedness and response activities, including through the operationalisation of the Australian Government Crisis Management Framework.

Be responsible for coordinating program management activities, including the development of program documentation, maintenance of records, and reporting on program progress and outcomes

Produce grant scheduling documents and records relating to the management of administration programs and their legislative arrangements

Provide advice on high quality policy development, interpretation and implementation, including preparation of correspondence, communications, reports, briefings and responses to other requests

Develop and apply knowledge of NEMA administered program practices, policies and processes to draw enterprise insights on emergent challenges and opportunities

Provide proactive and structured support across the Agency to improve consistency of review and evaluation activities, reporting and accountability

An ability to work independently, identify priorities, goals and objectives, and manage risks to deliver consistently high-quality outputs to meet targets and critical deadlines.

Contribute to the collection, storage, and maintenance of project information. Ensuring information accuracy, completeness and integrity

Analyse program or project information to identify trends, patterns, and insights to facilitate strategic decision-making

Collaborate with project managers and subject matter experts to define information requirements, reporting needs and identify opportunities to improve information accuracy and streamline workflows

Develop and apply knowledge of NEMA project management practices, policies and processes to draw enterprise insights on emergent challenges and opportunities

An understanding of project management life-cycle principles to support departmental projects and an ability to work independently, identify priorities, goals and objectives, and manage risks to deliver consistently high-quality outputs to meet targets and critical deadlines.

Contribute to the collection, storage, and maintenance of project information relative to the agency’s project assurance framework

Conduct assurance activities on projects to inform strategic decision-making

Working collaboratively with project managers to identify, capture and track transition activities relevant to the scope and scale of business impacts resulting from the changes being introduced

Manage and track all change activities including communications, training and procedures to ensure business readiness criteria are met

Document training and guidance material including guides, intranet content, and process flows to assist in capability uplift and communication of changes to current practice.

Must hold, or have the ability to gain, a Baseline security clearance

Excellent oral and written communication skills including ability to confidently deliver presentations and chair meetings

High-end analytical skills to interpret and evaluate policy information, identify trends and implement solutions.

National Emergency Management Agency:
National Emergency Management Agency (NEMA) was established on 1 September 2022 as a single, accountable Commonwealth authority that delivers a whole-of-nation approach to reducing disaster risk, planning, preparing for, responding to and recovering from all hazards across the emergency management continuum.
NEMA works closely with local communities as well as state and territory Governments to deliver the best outcome for communities across Australia. To help communities respond and recover, while preparing Australia for future emergencies, we:Overview of the Branch and Section:
NEMA’s Enterprise Program Management Office (EPMO) is not your average EPMO. In addition to supporting assurance, governance, monitoring and control across a traditional project landscape for the Agency, the business function also has responsibility to track, monitor, report, and enable best practice for the Agency’s administered programs which are delivered and reported on by the Agency’s jurisdictional partners.
About the role:
The EPMO is currently looking to fill 3 vacancies within the Project and Program Management teams. In your application please specify your preference. Roles within the EPMO will be working in partnership with states and territories to support disaster affected communities to collectively build resilience, reduce risk and harm, and effectively respond to and recover from disasters via departmental projects and administered programs.
Administered Program, Impacts and Information Manager:
Administered programs are a key function of NEMA in ensuring and applying grant management practices at the federal, state and direct to community layers. This position will ensure the accuracy and timeliness of reporting with internal and external agency stakeholders on such programs to inform enterprise understanding. The position will support program leads in the delivery of operational priorities, including a surge capacity to ensure timely, accurate information collection for quarterly reporting or the establishment of grant agreements.
Specific duties/responsibilities:
Project Impacts and Information Manager:
NEMA has a number of departmental projects that the EPMO plays a role in optimizing their delivery outcomes. This position will ensure the accuracy and timeliness of reporting with internal agency stakeholders to drive strategic decision-making. This position will be required to apply project management skills and knowledge, such as scheduling, risks and issue management, benefits measurement and budgeting.
Specific duties/responsibilities:
Change and Assurance Manager
Change management and assurance of project controls and processes is a key pillar of the EPMO at NEMA. This position will ensure the accuracy and change management processes for the EPMO to track key performance indicators and metrics on change and assurance indicatives. In turn this will allow NEMA to actively evaluate project performance, including lessons learnt and best practices.
Specific duties/responsibilities:
At times staff within NEMA may be required to work outside of standard business hours, particularly during the high-risk weather season.
