The primary purpose of the position is to function as an Attorney-Advisor (Acquisitions and Contract). The incumbent independently performs a broad spectrum of legal services for the Defense Information Systems Agency (DISA), Hosting and Compute Center (HACC), Component Acquisition Executive (CAE), and Procurement Service Executive, including Procurement Service Directorate (PSD) and Defense Information Technology Contracting Organization (DITCO) seniors and personnel located in the National Capital Region (NCR), Europe and Southwest Asia.
The work is highly complex involving a wide range of Federal laws, statutes, implementing regulations, executive orders, and agency directives. Work includes authoritative legal research and review of rules, regulations, directives and administrative instructions; identification of applicable precedents in highly complex cases; examination of formal filings for legal sufficiency; analysis of factual and legal issues presented for determination of litigation risks; identification of facts needing development; and determination of legal resources required to litigate the case. Incumbent also drafts and prepares formal comments and makes substantive recommendations involving complex and difficult agency-wide acquisition and procurement contract matters. Renders authoritative advice and guidance on new or modified acquisition laws and regulations, in response to interpretation of Federal statues and their implementing regulations, executive orders, and agency directives, and recommends new or changes to existing policy and procedures as required. Incumbent serves as the primary focal point and acknowledged authority for legal issues related to HACC, CAE, PSD and DISA's tactical and strategic acquisition and procurement initiatives.
Duties Performed at the GS-12 or Equivalent Level. Assignments involve extremely complex and difficult legal questions requiring extensive research, analysis, and evaluation of information in controversial scientific, financial, corporate, and medical engineering areas, or in other highly technical areas. Cases have an important impact on major private or public interests, such as cases concerning a major extension or revision in a grant program or a substantial question on civil rights. Interest in these cases is usually nationwide. GS-12 or equivalent entry-level attorneys are entrusted with the initial preparation of proposed solutions to projects. To this end they conduct investigations to obtain facts, study legal precedents, make recommendations, and prepare necessary documents.
Duties Performed at the GS-13 or Equivalent Level. Assignments require the first professional law degree (LL.B. or J.D.) and, for assignments within the Department of Defense, OGC, or DLSA, active membership in the bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. The Military Departments may also extend the requirement for active bar membership to assignment of civilian attorneys within their respective Departments. In addition, the attorney shall have professional legal experience in excess of 2 years that is commensurate with the duties and responsibilities of the position.

Qualifications
Basic Requirement:All applicants must possess a law degree (L.L.B. or J.D.) from a law school accredited by the American Bar Association and active membership in the bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia.
AND
Duties Performed at the GS-12 level:
a. Two years of professional legal experience at or equivalent to the GS-11 level.
b. The second professional law degree (LL.M.) plus 1 year of professional legal experience at or equivalent to the GS-11 level.
Duties Performed at the GS-13 level:
The attorney shall have professional legal experience in excess of 2 years that is commensurate with the duties and responsibilities of the position.
Duties Performed at the GS-14 level:
The attorney shall have professional legal experience in excess of 3 years that is commensurate with the duties and responsibilities of the position.
Duties Performed at the GS-15 level:
The attorney shall have professional legal experience in excess of 4 years that is commensurate with the duties and responsibilities of the position.About the company
