      Description

      The Jacksonville Aviation Authority (JAA) welcomes applications for the General Aviation Specialist position at Herlong Recreational Airport through midnight on Friday August 16, 2024.

      Job Summary

      This is high level administrative work in organizing, planning, coordinating, monitoring and directing lease compliance and other administration activities for all leases and financial functions of the Herlong Recreational Airport. This position expedites the flow of work through the office, establishing protocols with Finance and Business Development to complete new leases. This position also coordinates lease terminations and is responsible for the data entry of information. The work requires knowledge of lease management, and the principles and procedures of lease administration usually gained through education and on-the-job experience. Contacts with others require courtesy, tact, effectiveness in dealing with others and skill in managing vendor relationships. The work is performed following clearly defined lease administration policies and principles and involves a variety of situations in which the employee is required to exercise judgement in the evaluation of leases and accomplishment of project objectives. The work is performed in an office environment where the employee is required to use a computer and other standard office equipment. The work is performed under limited supervision where work assignments are subject to established procedures, practices, methods and policies. The employee plans and organizes the work and determines own priorities, and the work is reviewed, usually after-the-fact, in terms of quality, timeliness and adherence to established policies and procedures. This is an individual contributor position which reports to the Manager of the First Coast Flight Center. This position may include weekend hours and is on call, after hours, 24/7.

      Qualifications


      Essential Functions

      • Interacts with Airport tenants and operators to ensure safe, effective, and efficient airport operations.
      • Establishes the Airport Outreach program including scheduling and providing airport tours with outside groups.
      • Resolves operational and customer service issues involving construction, tenant activities, and public safety.
      • Gathers information, reviews, compiles, and drafts complex documentation and files on sensitive/confidential issues.
      • Assists in the planning, design, and development of special events, goals, objectives, plans, and programs.
      • Serves as staff liaison to department heads, special committees, and boards, standing commission committees or other entities.
      • Issues badges to tenants on an as needed basis.
      • Assist with project budget report as it relates to the revenue budget.
      • Provides preliminary budget paperwork, reports and documentation. Provides initial research and calculations for preparations of annual budgets.
      • Conducts leasehold inspections of airside and landside operational areas to ensure that tenants are compliant with lease terms.
      • Participates in various meetings in and outside of the airport, conducts airport orientations, tours and community outreach events.
      • Performs other duties as required.
      • Review, draft and execute tiedown, bulk, and t-hangar leases.
      • Prepare communication, reports, presentations and other products by operating Microsoft Word, Excel, and Powerpoint.

      Knowledge, Skills & Abilities

      • Knowledge of administration and management in a general aviation environment to include airport operations procedures, emergency management, security and safety protocol, environmental programs, FOD (Foreign Object Debris) & awareness program.
      • Ability to communicate orally and in writing with both staff and community members.
      • Ability to coordinate resources and people to mitigate workable solutions in difficult or emergency situations.
      • Ability to exercise initiatives and judgement in the application of Federal, State and JAA rules, regulations, directives and advisories governing airport operations.
      • Must have general knowledge of the FAR Part 77, 5190.6B, FDOT Airport Inspections and other related aviation rules and regulations.
      • Must have demonstrated knowledge and experience in operational risk management (i.e. mitigate injuries, liabilities, and damage to property and or equipment, collects data and witness statement and develops solutions/corrective actions, documents accounts and facts).
      • Good one-on-one professional customer service skills
      • Ability to operate communication devices (i.e. two-way radio) to communicate with the Air Crews/Aircraft clearly and professionally.

      Required Education & Experience

      • Bachelor’s degree in Aviation Management, Public Administration, Business Administration, or a closely related field and
      • Three (3) years of General Aviation/139 airport experience.

      Preferred Education & Experience

      • AAAE Airport Certified Employee (ACE)

      Licenses and/or Certifications

      • Must be able to obtain and maintain a Security Identification Display Area (SIDA) badge
      • Florida Class E Driver’s License may be required and must be maintained.

      Physical Demands

      The physical demands consist of moving from one work location to another, sitting or standing at a workstation for extended periods of time and may involve lifting objects weighing up to 20 pounds. Must be able to perform the physical requirements of the position with or without reasonable accommodation.
