      MINIMUM REQUIREMENTS:

      A bachelor's degree from an accredited college or university with a major in geography, cartography, geographic information systems (GIS), environmental studies, environmental geosciences, or a related field and two (2) years of experience in GIS; or

      A master's degree an accredited college or university with a major in geography, cartography, geographic information systems (GIS), environmental studies, environmental geosciences, or a related field and one (1) year of experience as described above.

      Completion of a one-year program of study from an accredited college or university in the area of GIS can substitute for one (1) year of the required experience.

      ADDITIONAL REQUIREMENTS:

      This position is designated to serve in an on-call status. When activated, the incumbent must respond to the call within 15 minutes, and if necessary, arrive on-site within 1 hour. This includes supporting the Emergency Support Function (ESF) of the department critical events and disasters.

      NOTES:

      Successful applicants must pass a background screening, including fingerprinting, as a condition of employment.

      JOB DUTIES:

      Assists senior GIS staff in the planning, deployment, and support of the enterprise geographic information system (GIS) platform (software, hardware, and web services). Duties include, but are not limited to: maintaining department GIS web services; maintaining the department license manager for concurrent GIS users; managing the enterprise GIS platform comprised of enterprise geodatabases, web services, and mapping applications; maintaining platform security and user access; staying abreast of changing technologies, best practices, and the department’s plans to make appropriate short and long term recommendations to supervisor and department staff; developing and documenting standards and procedures for publishing printed maps, web services, mapping applications, and other GIS products; and developing and maintaining the department’s GIS related internal and external web content.

      Responsible for the administration and support of the external spatial data resources on which department operations rely, including researching, acquiring, and quality assessing the most recent spatial data and metadata. Uses GIS spatial data management and analysis tools to transform spatial data from external sources, and/or to develop or derive new spatial data. Directs metadata and administrative documentation for department operational spatial data. Directs the standards and procedures by which department operational spatial data is developed, deployed, and managed in the enterprise GIS platform. Coordinates with the department’s IT sections (Applications, Database, Web, Network) to ensure that the enterprise GIS platform is fully supported, tuned, and optimized for department operations. Coordinates with department GIS staff regarding the use and support of enterprise GIS. Administers the department’s GIS customer accounts (Esri, Google, et. al.), including all aspects of contract management; tracks payments; manages licensing, upgrades, credit consumption, user accounts and compliance with all contracted terms and conditions of use; and leverages products and pricing in the department’s interest.

      Assists senior GIS staff, consultants and management in the maintenance, modifications and improvements to the enterprise GIS platform. Provides GIS subject matter expertise in support of spatial analysis and mapping for department operations. Provides or facilitates GIS training for the department.

      Performs testing and installation of all database software products to ensure their compatibility with all existing products. Functions as a technical specialist for troubleshooting and resolving problems with all database applications and related software.

      Perform related work as required, which will include, but not be limited to adherence to the policies and procedures of the Department’s Information Resource Security Program (Chapter 8 – Department’s Supervisory Manual) and allocate time as requested for Disaster Recovery activities

      KNOWLEDGE, SKILLS, AND ABILITIES:

      • Proficiency with the Esri ArcGIS platform at the enterprise level (ArcGIS Desktop, ArcGIS License Manager, ArcGIS Server, Portal for ArcGIS, Web AppBuilder, Web Adaptors, ArcGIS Online, and ArcGIS API for JavaScript).
      • Proficiency with HTML5/JavaScript.
      • Proficiency with Windows based web server security (IIS) configuration and management.
      • Knowledge of REST, XML, JSON, GeoJSON, or other communication protocols.
      • Knowledge of publishing, optimizing, and managing a variety of GIS web services.
      • Knowledge of enterprise SDE geodatabases (SQL Server / Oracle).
      • Knowledge of SQL.
      • Knowledge of geocoding requirements related to address systems and levels of accuracy.
      • Ability to establish and maintain effective working relationships with others.
      • Ability to communicate effectively verbally and in writing.
      • Ability to identify the needs and requirements of end users from diverse business and knowledge domain areas.
      • Ability to produce accurate, consistent, and authoritative work products.
      • Ability to develop policies and procedures.
      • Ability to reliably apply policies and procedures to workflows and practices.
      • Ability to manage workloads and meet deadlines.
