      City of Bellevue Geospatial Technology Services (GTS) is looking to add a talented GIS Analyst II to our team. GTS is part of the Information Technology Department and consists of 7 staff. A GIS Manager, a Parcel & Adress Coordinator, three GIS Analyst III’s, One GIS II, and one GIS Analyst I. This position will report to the GIS Manager. The GIS Analyst II will work closely within the IT department and with other departments to provide GIS services supporting the planning, land-use, utilities, transportation, and public safety. This role will perform spatial analysis, create cartographic products and visualizations, and build web maps.

      This position will have a focus on Land Information Systems, including but not limited to: COGO, Parcel fabric creation and maintenance, supporting the Parcel and Address coordinator, answering data requests and questions, and digitizing plats, parcels, and easements. Successful candidates will have a strong GIS background, a desire to serve the public, and enthusiasm to explore new techniques and technologies.

      • Create, collect, compile, manage, and maintain GIS data.
      • Perform data extraction, updates, and editing on file geodatabases and enterprise relational databases.
      • Produce visualization tools using cartographic best practices to help customers understand and interpret data, identify patterns, trends, and spatial relationships.
      • Manage small GIS projects and perform project management tasks for modules of larger projects under the guidance of a Senior GIS Analyst.
      • Design, publish, and maintain web maps and applications using ArcGIS Server, ESRI’s Portal, and ArcGIS Online.
      • Provide GIS technical assistance, support and training to GIS users across the organization.
      • Create and maintain technical and user documentation for GIS processes and applications.
      • Create and maintain metadata.
      • Collaborate with internal and external stakeholders to ensure data quality and accuracy.
      • Stay current with the latest GIS technologies, industry trends and emerging capabilities and best practices.

      Education and Experience:

      • Any combination of training and experience which would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be: Graduation from an accredited four-year college or university with a degree in Geography, Computer Science, Earth Sciences, Civil Engineering, Urban Planning, or related technical field.
      • Minimum two years of progressively responsible experience in operation and management of GIS-related tasks, relational databases, web mapping.
      • Certification in GIS and programming or scripting languages desired.
      • Knowledge of IT business processes and industry best practices.
      • Experience with GIS data models, relational database management systems (SQL Server preferred), and spatial data types
      • Experience with application of GIS technology in the public sector such as utilities, urban planning, and transportation
      • Experience in geospatial scripting languages such as Python, Arcade
      • Experience with ArcGIS Server applications preferred
      • Experience integrating GIS data and applications with other enterprise systems

      Knowledge, Skills, Abilities and Competencies:

      • COGOS, Survey and Land Information System knowledge strongly preferred
      • TSQL experience is strongly preferred
      • Demonstrated experience in developing user and technical documentation for GIS processes and applications including meta-data.
      • Solid grasp of GIS data management and analysis techniques, geographic data collection practices, cartography, and visualization methods
      • Ability to work independently, using strong problem solving and analytical skills
      • Ability to manage competing deadlines and to adapt to changing priorities
      • Advanced knowledge of ArcGIS Pro 3.x
      • Complex trouble shooting and problem solving
      • Excellent communication skills

      Flexible/Hybrid Working:

      A hybrid work schedule is available for this position following an orientation period working in the office after hire. Remote work for this position is subject to the department's operational needs and will be discussed with candidates during the selection process. Full-time remote work is not an available option. Once hired, employees must reside in the State of Washington and within reasonable commuting distance to Bellevue City Hall.

      Limited Term Employee (LTE) : A fully benefited employee appointed to serve in a position scheduled to work full time (30+hr/week) work schedule for a specific project with a specific ending date which is anticipated to last more than five months but in no event longer than three consecutive years (36 months).
