Job Description

- Validate and verify that data meets regulations with the use of ESRI GIS software and industry applications including, but not limited to: standard and ad hoc map production, maintenance of GIS data, one-call reporting, tax rendering, operations permit filing and DOT and state regulatory reporting
- Perform data research, collection and conversion of spatial data between software/hardware platforms; ensure data documentation is complete including, but not limited to: migration of data from one data source to a new source, the creation and definition of feature classes, attributes and domains in an applicable database
- Plan and lead testing and documentation plans for transitioning data, testing and implementing new tools and systems and integrating GIS with other work practices
- Participate in implementation teams across various business segments to transition data, implement new tools or systems, integrate GIS with other work processes and test tools, systems and processes
- Develop enhancements for work processes and system capabilities related to GIS applications based on GIS Coordinator feedback
- Develop GIS training programs and documentation across multiple business segments and lead and facilitate training sessions
- Serve as a subject matter expert in the research and development of solutions for user groups and business operations including but not limited to business development, compliance, engineering and integrity management with support from the Information Technology (IT) department
- Serve as a subject matter expert for the development and maintenance of technical guidelines for work processes, quality assurance programs, standards and procedures to ensure regulatory and corporate compliance. May serve as the QA/QC lead for various work products by reviewing the work of other staff members
- Assist with the evaluation and management of costs for third party contractors, software and data providers and other technical vendors
- Provide direction and oversight to third party contractors and vendors. Provide information and assistance to lower level employees and external contacts including engineering, survey companies and one-call vendors. Develop scopes of work and specifications and assist in the evaluation of external proposals and contracts
- Actively participate in industry user groups and associations in order to stay current with related GIS technology, recommend system enhancements and accomplish company objectives
- Assume leadership roles, conducts presentations, or is otherwise recognized as a subject matter expert through obtaining accreditation or certification by a nationally recognized professional organization
- Maintain metadata and documentation, perform topology checks and other data quality checks to identify and correct errors or omissions in data
- Independently develop advanced methods of spatial analysis; develop innovative methods of extraction and manipulation of spatial data to support a variety of planning, engineering, administrative and other applications
- Perform independent studies and analyze, interpret, draw conclusions and provide reports and presentations for advanced business needs and questions
- Work closely with IT and third party vendors to perform QA/QC and troubleshooting tasks for the integration of GIS with other work applications
- Perform advanced geospatial analysis and data queries to solve complex business questions and problems
- Develop geospatial-based desktop and mobile tools and applications to drive increased business efficiency and compliance
- Design, analyze and maintain the reliability of the enterprise-wide GIS applications and databases, providing quality assurance for all geospatial data
- Perform testing, debugging and implementation related tasks and conduct performance tuning of systems and applications
- Bachelor's Degree in GIS, other related field (Master’s degree preferred), or combination of formal education and the following job related experience:
- 10 or more years related work experience of GIS or GIS related experience
- Experience comprehending, reading, following and documenting regulatory requirements for pipeline industry, as well as drafting company standards and procedures
- Experience using and manipulating GIS-related software, ESRI-based tools and experience with advanced integration of those tools with other enterprise-wide software systems
- Advanced experience with the following:
- Coordinate systems and map projections
- Development and formatting standard databases such as: MS Access, MS Excel and dBase
- Modeling of GIS data using software application tools and/or database standards
- Utilizing GIS systems for pipeline management
- Acquiring data, integrating with GPS; analyzing data
- Source, acquisition, projection or reprojection, accuracy, quality and storage (such as image catalogs, Arc Server, SDE Images) of aerial photography
- Utilizing corridor type linear referencing
- Experience researching, sourcing and integrating outside data sources and systems into an industry-standard pipeline data model such as the ArcGIS Pipeline Data Model (APDM) or the Pipeline Open Data Standard (PODS)
- Experience developing enhanced query capabilities and scripting using VBScript, Windows Host or Shell Scripting, SQL, Python or other types of programming languages
- Experience creating documents or presentations for business analysis using multiple data sources such as:
- Geospatial data
- Operational data
- Right-of-way information
- Commercial data
- Maps and blueprints
- Legal descriptions
- Experience supporting with compliance reporting and preparing documentation for both internal and external audits.
- Experience reviewing field data and database contents for errors and developing stop gap action plans for remediation (Quality Assurance/Quality Control)
- Experience documenting new and existing work processes
- Experience in the testing and implementation phases of new software and database deployment
- Ability to: work independently, establishing priorities and completing work assignments
- Ability to: understand the correlation of data needs and operational work flows to independently create mobile field data collection applications using existing software capabilities, including but not limited to ESRI-based tools
- Ability to: apply decimals and percentages, as well as trigonometric, geometric and algebraic formulas
- Ability to: communicate and/or exchange information and instructions as well as conduct oral presentations and/or meetings
