Job Description

- Generate project requirements and proposals, oversee annual budget, and establish protocols for managing and administrating an Enterprise GIS.
- Prepares GIS applications design, modification, and documentation including needs analysis, database and program design such as coding, screens, and file input and output.
- Develops and maintains relational database designs; maintains geographic information systems and keeps databases up to date to ensure system integrity.
- Supervise multiple large scale environmental planning and compliance projects in Environmental Justice, Facilities Master Planning, CERCLA Modeling, and Emergency Response.
- Supports data development, 3-D modeling, advanced spatial analysis, applications development, high quality cartographic design and database conversion.
- Provides technical support to the Facility Engineering Division for the conversion and maintenance of CADD as-built drawings (water, sewer, utility lines, electrical lines, drainage).
- Designs and develops intranet/internet-based GIS applications.
- All other duties as assigned.
- Associate degree in a relevant discipline required.
- Six (6) years of direct experience required with demonstrated ability.
- Experience in database management, project management, cartographic design, spatial analysis, data analysis, database integration, GPS collection, applications development, web service development/administration, and RDBMS administration. Specifics may include utilizing GIS software to support modeling activities, manage project tasks, mentor junior staff, develop geodatabases, create cartographic maps, and conduct minimal field investigations and surveys.
- Effectively use verbal and written communication skills, prepare reports and proposals, and interface comfortably with internal and external clients.
- Proficiency with ESRI ArcInfo Suite, ArcIMS, ArcSDE, Visual Basic (VB), HTML, Java, and Microsoft Office Suite.
- Pursuant to the Government Contract, you must be a U.S. Citizen.
- Bachelor's degree in GIS, Geography, Computer Science, Information Systems, Environmental Sciences or Remote Sensing.
- Four (4) years of direct experience required with demonstrated ability.
Manage, maintain, update, and administrate the Center Operations’ GIS database and provide direction and support for the NASA Environmental GIS program for natural resource management, CERCLA contaminant modeling, emergency response, land cover assessment, wildlife tracking, and noise pollution monitoring. Establish and implement programmatic GIS goals, objectives, priorities, procedures, and standards; effectively communicates programs needs and scope; coordinates interagency work programs, projects, user requirements, and system capabilities; oversee special GIS projects; prepares written documentation and gives presentations on various geospatial topics. Provides guidance to subordinates based on organizational goals and program needs. Independently performs project assignments and is responsible to the Program Manager. Works under the general guidance from a Program Manager and in direct support of the Center Operation’s Environmental Office. Assignments are received in objective oriented terms.
