      This is advanced technical work involved with a Geographic Information System (GIS). Employees in this classification are responsible for assisting in the analysis, design, and implementation of complex or large-scale projects and the modification of existing systems in a variety of subject matter fields. Responsibilities include data gathering, defining objectives, identification of problems and defining their solutions, documentation, fact-finding, translating system requirements into database design, process flow diagrams, and written program specifications, and presenting findings, recommendations, and specifications, in written and/or verbal presentations. Responsibilities also include exercising technical judgment and initiative in applying appropriate security and control procedures to suit user needs. Incumbents may be assigned to various tasks related to the creation, modification, or maintenance of the systems, e.g., programming, user training.

      • Designs and maintains applications and databases for City employees, residents, and visitors.
      • Designs and maintains Geodatabases and flat file data storage systems.
      • Participates in fact-finding interviews to gather information; applies current state-of-the-art technology to effect solutions of problems; arrives at design objectives and requirements.
      • Assists City GIS users with their GIS Projects.
      • Writes customized scripts and small applications to assist users in GIS projects.
      • Makes datasets available for users.
      • Advises users on how to use GIS tools.
      • Trains users in the use of GIS tools both in formal training classes and one-on-one training.
      • Meets with GIS users regularly to analyze the operation of the GIS system and consider suggestions or questions they may have.
      • Resolves problems in the use of GIS Applications and Data.
      • Provides solutions for problems within twenty four (24) hours.
      • Have existing public safety applications available to users 99% of the time.
      • Documents problems, new information, and solutions for users and management.
      • Documents enhancements and changes.
      • Assists the GIS Manager in creating a Citywide Enterprise GIS System.
      • Participates in meetings and executes assigned resolutions.
      • Creates, loads, and maintains Geodatabases on the SDE servers.
      • Writes web-based applications that allow public access to basic geographic information.
      • Coordinates meeting dates, checks hardware requirements by the vendor for demos and serves on selection committees for such systems.
      • Attends seminars and/or training on new products.
      • Interfaces with City employees and contractors concerning the development, standards, and operation of the GIS system.
      • Evaluates software products and make recommendations.
      • Supervises data conversation processes.
      • Performs all aspects of digital input, both graphic and non-graphic, in multiple operating system environments.
      • Analyzes data for input into the System and any other system used for the Enterprise GIS System.
      • Performs quality control and quality assurance checks on data to meet specifications.
      • Addresses technical digital data conversion and maintenance questions.
      • Creates Ad-Hoc analysis reports and supports analysis requests.
      • Assists the GIS Manager in the promotion of GIS and training of the GIS users.
      • Develops training materials.
      • Prepares training documents and training class materials.
      • Trains GIS users in the application and use of the GIS system.
      • Trains employees in the Public Works Department using the GIS System.
      • Identifies training opportunities for GIS users in the application of GIS software.
      • Graduation from an accredited college or university with a bachelor’s degree in Computer Science, Geographic Information Systems, Management Information Systems, Mathematics, Public/Business Administration, or a closely related field.
      • Experience with Environmental Systems Research Institute (ESRI) ArcGIS software, including but not limited to ArcMap. ArcGIS Pro, Arc Server, ArcGIS Portal, ArcGIS Online, File Geodatabases, and Web Services.
      • Experience with Database Management Software (DBMS) including but not limited to Microsoft SQL and PostgreSQL.
      Physical Requirement:

      • Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through personal contact, telephone, e-mail, or fax.
      • Physical capability to effectively use and operate various items of office related equipment, such as, but not limited to computers, computer software, calculator, copiers and fax machine.
      • No significant standing, walking, moving, climbing, carrying, bending, kneeling, crawling, reaching, and handling, sitting, standing, pushing, and pulling.

      • Performs related work as required.
      • Reports to work as directed during an emergency as an essential employee of the City of Miami Beach.

      • Ability to develop innovative and creative solutions to issues consistent with the City’s strategic plan.
