Job Description

- At least 18 years of age.
- Must be able to comprehend and communicate fluently in verbal and written English.
- U.S. Citizen or possess a current permanent resident card.
- Clean criminal history; any arrest history will be individually evaluated.
- No illegal drug usage within the past year. Other drug usage will be evaluated on a case by case basis.
- Associate's degree (A.A. or A.S.) in Computer Science, Geographic Information Systems, Geographical Information Science, Geoscience, Surveying, Engineering, Architecture & Planning or related field AND three (3) years of related experience OR High School diploma or general education degree (GED) AND four (4) years related experience.
- **Experience may be substituted on a year for year basis in lieu of education requirement
- Related experience to include the following: ESRI ArcGIS Desktop, ESRI ArcSDE, map design, advanced editing principles and practices, topology validation, versioning, geo-processing, geodatabase design, expression languages (e.g., ArcGIS Arcade, etc.), programming languages (e.g., Python, ArcPy, etc.), SQL, and Microsoft SQL Server Management Studio.
- If this posting indicates a degree is required, the following experience will apply in lieu of any degree as follows:
- Two (2) years of direct experience for an Associate Degree
- Four (4) years of direct experience for a Bachelor's Degree
- Six (6) years of direct experience for a Master's Degree
- Must have a valid Florida driver’s license. Must attend and successfully complete the agency sponsored Law Enforcement Vehicle Operations (LEVO) Training if assignment includes driving an agency vehicle. Use of agency vehicle would require appropriate driving history and passing agency biennial driver’s physical exam. Florida Crime Information Center (FCIC)/National Crime Information Center (NCIC) certification & Criminal Justice Information Services (CJIS) certification must be obtained within six (6) months of employment and maintained as a condition of employment.
- Ability to install and configure GIS components including but not limited to software, telecommunications, peripherals, and associated elements.
- Ability to research, obtain, compile, create, and migrate data into GIS databases using GIS software, automation tools, and scripts.
- Ability to apply systems development life cycle process to create rules and tools that solve and prevent common data alignment issues to maintain data accuracy and integrity.
- Ability to perform data analysis of GIS data based on elicited business requirements, generating high quality maps, and reports for use in projects and decision-making processes.
- Ability to extend GIS software to develop custom tools and automation processes to produce identical and predictable results to support the GIS environment.
- Ability to maintain and support agency’s public safety applications and the spatial data infrastructure.
- Ability to conduct training for GIS users in the theories, principles, and practices required to understand geospatial data.
- Ability to evaluate new software, provide recommendations, and best practices to support GIS environment.
- Ability to assist with system administration of GIS environment.
- Ability to read, analyze and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
- Ability to write routine reports and correspondences.
- Ability to present information and respond to questions from both internal (i.e. senior staff and OCSO employees) and external stakeholders (i.e. local agencies, state and federal government and the public).
- Must have knowledge in high quality map design, drawing, and cartographic practices related to cadastral or ownership maps, street or right-of-way maps, or natural environmental features.
- Must have proficient skills in business, system, processes and data analysis.
- Must have advanced skills in the following areas: GIS data and technologies; ESRI desktop products; methodology of geodatabase design; geodatabase topology and attribute error resolution; exporting of updated (edited) data in ArcSDE; theories, principles, practices and geo-processing framework; management of ArcSDE data (e.g., geocoding, linear referencing, etc.); design, implement, maintain and modify automated processes; SQL in Management Studio environment to query, capture and manipulate data; programming/scripting languages (ArcPy, Python, etc.) to extend ArcGIS software to develop unique tools and workflows that provide users with custom functionality. This includes the ability to programmatically manipulate and spatially adjust geographic objects to clean and maintain data.

- Must have the ability to focus and complete assignments in a timely manner.
- While performing the duties of this job, the employee is regularly required to talk, hear, and also sit and work on the computer for long periods. The employee is occasionally required to stand and reach with hands and arms. The employee is occasionally required to walk, stoop, kneel, crouch, crawl, or use hands to handle or feel. The employee may occasionally lift and/or move up to 25 pounds and may have to assist someone lifting up to 50 pounds. Specific vision abilities required by this job include close vision and the ability to adjust focus.

STARTING SALARY: $57,907/yr - $88,961/yr. Starting rate of pay may vary based on factors including, but not limited to, education, training, and/or experience.

WORK ENVIRONMENT
The employee must be able to work in remote locations within Orange County. The employee will be working with computer related equipment and may occasionally be exposed to the risk of electrical shock. The noise level in the work environment is usually moderate. Depending on assignment, may occasionally be required to work evenings and/or weekends. The employee is required to support the agency’s emergency operations during a critical incident and may be recalled. The employee may also be assigned to a technical team in order to support the agency during a critical incident.
