      GENERAL DESCRIPTION OF POSITION

      Under general direction, performs administrative and technical duties ensuring the proper functioning of related geographic information systems technology (GIS) for the City’s ArcGIS on-prem and cloud platforms.


      SUPERVISION RECEIVED

      Works under the general supervision of the Information Technology Asst. Director. May receive functional and technical supervision from GIS Administrator.

      EDUCATION AND EXPERIENCE

      • Equivalent to an Associate’s Degree in GIS, computer science, information systems or a closely related field plus
      • Three (3) years of responsible GIS systems applications, systems analysis, or related experience;
      • Any combination of education, experience and training which demonstrates the knowledge and experience to perform the work.


      SPECIAL REQUIREMENTS

      • Valid Arizona Driver’s License.
      • Ability to possess and maintain Criminal Justice Information Systems (CJIS) security clearance and requirements.
      • Skill in the use of civil computer-aided design/software, experience in the use of AutoCAD, Geographic Information Systems (GIS), and care of computer equipment and drafting tools and instruments.

      • Coordinate and perform GIS related tasks including, but not limited to, inputting, updating and maintaining GIS databases, layers, tables and links within the within the City’s geospatial relational database; Creating Maps, and performing routine to complex geospatial analysis and queries for GIS applications. Assisting other City departments by providing GIS data, products and services.
      • Coordinates and supports GIS database and applications, development, permissions, maintenance and implementation.
      • Coordinates and assists in large-scale corrective processes of the City’s GIS database and related digital mapping and data documents, including research and verification from source documents.
      • Coordinates routine analysis and performs complex geospatial analysis of GIS information and presents the results as maps, graphics, reports and other cartographic products.
      • Provides specialized GIS customer service. Interprets engineering plans, map plats, cadastral survey data, legal descriptions and/or geospatial data and entering data into the GIS and other systems.
      • Coordinates and performs data collection work in the field using GPS receivers and software. Collects, downloads, processes, interprets and catalogues positional information for utilities, facilities and map features to improve the accuracy of GIS database layers and attributes.
      • Coordinates and assists with preparing and updating maps and drawings as needed for presentation purposes, or to reflect changes to streets, zoning, structures, improvements, infrastructure, etc.
      • Ability to maintain confidentiality and exercise a high degree of discretion and judgment in dealing with sensitive or confidential information.
      • Maintains professional and effective working relationships by providing exceptional customer service.
      • Regular attendance is an essential function of this job to ensure continuity.
      • May be required to adjust work schedule to be present early mornings, evenings, nights, holidays or weekends as needed and be on-call to respond to urgent matters.
      • Performs all work duties and activities in accordance with City policies and procedures; follows safety policies and practices, works in a safe manner, and reports unsafe activity and conditions.

      PERIPHERAL DUTIES

      • Serves on various employee or other committees as assigned.
      • Performs related duties as required.
      • Performs special assignments as requested.

      NECESSARY KNOWLEDGE, SKILLS AND ABILITIES

      • Strong understanding of GIS concepts and technologies.
      • Strong understanding of geodatabase management principals.
      • Experience working with CAD data in ArcGIS, knowledge of AutoCAD and Bluebeam.
      • Knowledge GPS units or mobile data collection devices.
      • Strong documentation skills with detail and accuracy.
      • Experience working in municipal governments or otherwise demonstrated commitment to public service.
      • Ability to work independently and effectively on self-directed priorities and in-group settings with technical and non-technical staff.
