      MassDOT is responsible for developing, implementing, and coordinating transportation policies and projects for the Commonwealth of Massachusetts and to efficiently plan, design, construct, and maintain a safe statewide transportation system which effectively meets the transportation needs of the Commonwealth.

      Duties and Responsibilities

      · The selected applicant will serve as part of a team of geographic information system (GIS) specialists who create and maintain geospatial applications, databases, processes, and related computer programming activities.

      · In addition, the selected applicant will be required to possess an excellent working knowledge of programming with Python, SQL, JavaScript, and other languages. The ability to create custom web applications and widgets within the ArcGIS suite of tools should be demonstrated by providing links to a portfolio of work. The ability to coordinate the installation and testing of custom applications as well as providing documentation and support is essential. Excellent communication and time management skills are necessary to succeed in this position.

      · Other duties include: gathering complete business requirements and gaining business approval before proceeding with solutions, maintaining a list of backlog requests, assisting in the prioritization of the backlog and planning of work streams, as well as testing and troubleshooting.

      Preferred Qualifications:

      · Candidates should possess a strong background of working with ArcGIS Server, APIs (Python, JavaScript, REST), relational databases, cloud computing, as well as a working knowledge of core GIS concepts, like publishing maps for public use and consumption.

      · Candidates should have strong written and oral communications skills, combined with the ability to work effectively with others in establishing cooperative relationships, and in a variety of settings (individuals, groups, inter- and intra-agency, etc.).

      · Experience in linear referencing systems, ArcGIS Roads and Highways, scripting with Python (Jupiter Notebooks)

      · A familiarity with agile project management methodologies and the principles and practices of transportation planning is preferred.

      Software Requirements

      · ESRI ArcGIS Desktop (ArcGIS Pro 2.x and 3.x) and ArcGIS Roads and Highways

      · ArcGIS Enterprise platform application and database management

      · Web development (React/Angular, JavaScript, TypeScript, .NET, HTML, CSS, PHP)

      · Python 3.x scripting

      · SQL Server database administration

      · ESRI Integrations (FME, Voyager, VertiGIS, 1Spatial etc.)

      · ETL

      This position is eligible for a five-thousand dollar ($5,000) signing bonus (“Signing Bonus”) if you are newly hired into the Unit E collective bargaining unit at MassDOT. The Signing Bonus will be paid in two parts: 1) $3,000 (less applicable taxes) included in the employee's first paycheck. 2) $2,000 (less applicable taxes) after the successful completion of the employee’s probationary period.

      Minimum Entrance Requirements

      Applicants must have at least (A) four years of full-time, or equivalent part-time, professional, or technical experience in urban planning, regional planning, land use planning or transportation planning, and (B) of which at least two years must have been in a professional capacity, or (C) any equivalent combination of the required experience and the substitutions below.

      Substitutions:

      A Bachelor's degree with a major in urban or regional planning or transportation, civil or environmental engineering may be substituted for a maximum of two years of the required (A) experience. *

      A Graduate degree with a major in urban or regional planning or transportation, civil or environmental engineering may be substituted for maximum of three years of the required (A) experience and one year of the required (B) experience. *

      *Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

      NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience.

      Special Requirements: Based on assignment, possession of a current and valid Massachusetts Class D Motor Vehicle Operator's license may be required.

      For Non-MassDOT Applicants: Applicants for this position must possess a bachelor’s degree, or higher, in urban or regional planning, transportation, civil or environmental engineering for this position.

      For MassDOT Employees: Applicants for this position must possess a bachelor’s degree, or higher, in urban or regional planning, transportation, civil or environmental engineering for this position, or hold a position in the department in the next lower title than the position applied for, in the same or similar career ladder.
