      Summary/Objective

      The candidates should be familiar with basic core GIS principles and GIS software, preferably ESRI (version 10.x of ArcMap, ArcCatalog and/or ArcGIS Pro); able to work independently; a self-starter, and a quick learner.

      Essential Job Duties

      Data Compilation & Quality Control:
      • Analysis of internal and external GIS and non-GIS data for compliance with defined standards and project requirements.
      • Performance of manual and automated Quality Control processes, including use of ArcGIS DataReviewer toolset and custom reporting tools, for review of GIS vector data and tabular business data tables.
      • Assist with stewardship of spatial and tabular data to ensure adherence to GIS and infrastructure asset management system governance requirements. Including support of infrastructure asset management system Service Request and Work Order processes.
      • Perform review and Quality Control of internal and external data deliverables.
      Data Analysis Reporting & Interpretation:
      • Perform data analysis and generate reports and supporting graphics to address specific program related business needs.
      • Review large sets of data, determine trends, and develop proper course of action based on those trends.
      • Evaluate data sets and manipulate asset data to properly conform with determined guidelines and principals of asset management.
      • Conduct analysis and calculate new external dataset based on data from infrastructure assets using complicated excel spreadsheets and formulas.
      • Evaluate results against additional source datasets and record outliers for further review and action.

      Ancillary Job Duties

      Assisting in non-GIS related business activities such as other program data compilation, testing and support activities including;
      • Interpretation of requirements and application of defined business processes to complete tasks supporting infrastructure asset inventory efforts.
      • Prepare and maintain metadata and other documentation.
      • Support of business processes for completion of standard calculations of key data for valuation, condition, and trend analysis on infrastructure assets.
      • Provide technical and process support to staff.
      • Other duties as assigned; Other duties performed as required.
      • Participate in meetings with stake holders and subject matter experts to gather information.
      • Communicate trends and analysis results to multiple staff with a wide range of skill sets.

      Education and Experience

      • Bachelor's Degree in GIS, Geography, Natural Resource Sciences, or related field.
      • Four (4) years of progressively responsible professional experience in planning, designing and implementing GIS projects, remote sensing, and use of ArcGIS Suite Products..
      • Extensive geospatial software training and experience.
      • Must maintain a valid, current driver's license.

      Knowledge, Skills and Abilities

      • Proficient in technical and administrative competencies.
      • Knowledge of cartographic principles and spatial analysis.
      • Understanding of all applicable acts, laws and regulations.
      • Knowledge of web development and coding languages.
      • Ability to convey technical information and concepts to non-technical staff.
      • Ability to express oneself clearly and concisely, both orally and in writing.
      • Demonstrated customer service skills.
      • Ability to travel and stay overnight.
      • Ability to exercise independent judgment and take action on it.
      • Ability to be self-motivated.
      • Ability to work in a team-oriented collaborative environment.

      Summary/Objective

      Provide geospatial expertise including spatial analysis and modeling, development, coordination, and implementation of research projects and field data collection, and creation and management of geospatial applications.

      Essential Job Duties

      • Plan and implement projects, including meeting with scientists, planning deliverables and deadlines, maintaining data files, and evaluations.
      • Design and implement advanced geospatial models and applications and provide predictive analysis/interpretation, technical expertise and support to internal and external parties.
      • Provide consultative guidance and technical expertise in geodatabase analysis and design, geographic information application programming, spatial data and/or technology integration, modeling, web mapping applications, GIS project management and supervision, and/or other geographic information specialties.
      • Coordinate and conduct employee training classes.
      • Create and implement web and mobile based GIS applications.
      • Publish desk reference manuals to ensure a consistent process is followed.
      • Assist with obtaining regulatory environmental clearance for construction and management activities involving disturbance on public lands.
      • Provide reports to other state regulatory agencies and statements of work for contract work; provide reports as required to be in compliance with the various Memorandums of Understanding(MOU).
      • Perform administrative tasks related to any external cooperative agreements or contracts, including meeting reporting requirements and management of budgets.

      Ancillary Job Duties

      • Participate in local, state, and national organizations promoting the use of GIS, including serving on committees.
      • Attend and present at local, state and national conferences.
      • Assist with GIS web development and publishing.
      • Respond to IT Helpdesk tickets that are assigned, troubleshoot software issues, find solutions and fix problems.

      Education and Experience

Exemption Status/Special Notes

This position has been determined to be Nonexempt according to the Fair Labor Standards Act. Employees must agree to accept compensatory time in lieu of cash payments in accordance with the Department's Compensatory Time Off and Overtime Policy.
