- Plan, organize and direct GIS efforts for the benefit of all City departments.
- Initiate and establish GIS policies, procedures, and standards to be applied citywide.
- Analyze information, statistics and reports to incorporate mapping concepts into the data presentation for all departments.
- Establish and operate standard server operating systems for GIS.
- Perform routine database administration activities on any or all City databases and/or work effectively with the City’s DBA.
- Coordinates system and data interoperability among the layers of the City's GeoBase.
- Designs and supports the GeoBase and enforces standards for layers and tabular data connected to it.
- Provides leadership and vision for the City's GIS strategies.
- Resolve complex technical and personnel problems involving diverse functional areas.
- Make oral and written presentations, including the presentation of technical information and ideas in non-technical terms.
- Review the progression of available GIS technology and determine which to use and how to apply them to the business needs of the City.
- Read, use, and create a wide variety of maps for the entire City.
- Use GPS equipment.
- Supervise subordinate staff and coordinate consultants.
- Communicate clearly and concisely, both orally and in writing.

The GIS Supervisor is responsible for managing all citywide GIS operations within the Information Technology Division of the City Manager's Office. The ideal candidate will be an experienced, dynamic, innovative, and motivated individual who enjoys working in a fast-paced environment that serves all City departments and the public. Reporting to the Information Technology Business Services Manager, the GIS Supervisor is a key member of the city’s IT Division. IT consists of the following functions: Technical Services, Data and Development Services, Client Services, GIS, and Enterprise Application Services – a talented group of ten full-time employees. The GIS Supervisor plays a crucial role in developing, implementing, and overseeing an extensive program of GIS solutions for all City departments and the citizens of West Sacramento. They will be a hands-on leader with a collaborative approach to problem-solving, possessing strong leadership qualities and the ability to clearly and concisely communicate complex information to various audiences.

DEFINITION: The Geographical Information Systems Supervisor plans, coordinates, and supervises activities and personnel involved in the administration, research, development, design, plan review, and implementation of Geographic Information Systems (GIS) for a variety of City related projects. The Geographical Information Systems Supervisor is an at-will position that is appointed by and sits at the pleasure of the City Manager.
SUPERVISION RECEIVED AND EXERCISED: Receives general direction from the Information Technology Manager; exercises direct supervision over assigned staff.
CLASS CHARACTERISTICS: This is a single, management level position. The incumbent reports to the Information Technology Manager or their designee and has responsibility for providing daily supervision to assigned staff.

EDUCATION AND EXPERIENCE : Any combination of training and experience which would provide the required knowledge and skill. A typical way to obtain the required knowledge and skill would be:
Education: A Bachelor’s Degree from an accredited college or university in Geographic Information Systems, Geography, Cartography, Civil Engineering, Computer Science, Information Systems, or a related field.
Experience: Six (6) years of experience working in a GIS related field, including experience with a wide variety of geographic information system applications, and includes one year in a lead or supervisory capacity.
LICENSES AND CERTIFICATES : Possession of a valid California driver's license.
PHYSICAL DEMANDS : Incumbents must possess the mobility to work in a standard office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; attend off-site meetings; hearing and speech to communicate in person, and over the telephone. This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter and retrieve data using a computer keyboard, typewriter keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push and pull drawers open and closed to retrieve and file information. Positions in this classification occasionally lift and carry files, manuals, tools and equipment weighing up to 25 pounds for distances up to 50 feet.
ENVIRONMENTAL ELEMENTS: Employees work partially in an office environment with moderate noise levels and controlled temperature conditions, and partially in the field and are occasionally exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, confining workspace, chemicals, mechanical and/or electrical hazards, and hazardous physical substances and fumes. Employees may interact with upset staff and/or public and private representatives, and contractors in interpreting and enforcing departmental policies and procedures.
