      The City of Bend is currently accepting applications for one (1) regular, full-time GIS Technician-Addressing in the Office of Performance Management. This position is hourly, non-exempt (overtime eligible) and is represented by the City of Bend Employee Association (COBEA).

      This role is responsible for managing and implementing Chapter 3.90 of the Bend Municipal Code related to road naming and property addressing. Key duties include assigning and correcting property addresses, maintaining the City's road centerline data, and coordinating with local, state, and federal agencies, as well as the public, regarding addressing issues. The position utilizes ESRI ArcGIS software for GIS data maintenance and map production. Additional responsibilities include supporting the Community Development Department with GIS assistance by maintaining the City's zoning map, comprehensive plan map, and related datasets, and by preparing cartographic and analytic GIS products. This is an excellent opportunity for a detail-oriented GIS professional to support critical City services.

      Summary

      The GIS Technician provides initial and/or entry technical services in support of the design, development, implementation and maintenance of centralized GIS data, models, maps, and applications and provides general technical GIS support to City staff as needed. Assignments are received in the form of general objectives and employee is expected to define priorities and develop methods and routines.

      Essential Functions Include:

      Duties and Responsibilities
      The individual in this position is expected to engage in the following work-related activities.
      • Performs routine GIS data maintenance through digitization, conversion of as-built information from AutoCAD format to GIS, and conversion of spreadsheets, paper files, or information from other databases.
      • Responds to requests for information and spatial analysis, including the evaluation of data sources and the preparation of custom maps, graphs, reports and other documentation.
      • Researches conflicting/inaccurate data. Performs detailed inspections of data for accuracy and quality. Identifies data errors, programming errors, and other deficiencies, and makes modifications/corrections as appropriate.
      • Assists in installing and testing new GIS software; assists in troubleshooting and resolving GIS-related problems and requests; provides GIS application support.
      • Develops and maintains documentation and procedures for hardware, software, and systems.
      • Identifies problem areas and determines best courses of action to address the needs identified.
      • Develops and implements processes and routines to automate and enhance City operations, data conversion, and data expansion.
      • Reads and interprets a variety of geographic, property and land management, and mapping documentation such as construction drawings, ownership records, plats, and reports.
      • Keeps the manager apprised of work progress including present and potential work problem and trends. Suggests new or more effective ways to address customer service issues.
      • In an emergency event or an officially declared State of Emergency, responds as directed to ensure the restoration of essential public services, facilities, and infrastructure.
      • Performs related duties as necessary to achieve the objectives of the position.
      Skill Profile
      The individual in this position is expected to possess and exhibit the following knowledge, skills, and abilities.
      • Ability to perform essential duties using Esri desktop, web-based and field-based mapping software including ArcGIS Pro and ArcGIS Online.
      • Knowledge of land planning, surveying, mapping, global positioning systems and usage of aerial photography and satellite imaging;
      • Knowledge of theory, principles and practices of geographic information systems, including terminology, methods, practices and techniques of GIS data creation, collection, analysis, visualization and management;
      • Knowledge of capabilities of computer systems, including networked environments and peripheral devices;
      • Database systems integration, quality assurance procedures, and documentation of data sets;
      • System access and security guidelines and procedures;
      • Hardware and software troubleshooting techniques.
      • Analyzing complex data and information systems problems, evaluating alternatives, and making logical recommendations based on findings;
      • Reading, understanding, developing, manipulating, and analyzing geographic information in a variety of data formats and projections;
      • Effective computer cartographic design, layout, and production;
      • Balancing aesthetic and informational requirements of map products;
      • Compilation, analysis, and presentation of technical and statistical information in reports;
      • Reading, understanding and analyzing map imagery and geographic information, and interpreting regional planning and zoning information;
      • Plan time effectively and work without direct supervision and encourage effective team interaction.

      • Effectively communicate with others verbally and in writing, including by phone, e-mail, or in person.
      • Understand, remember, communicate and apply complex oral and/or written instructions and factual information.
      • Remain in a stationary position (sitting or standing) for extended periods of time, occasionally stand, walk, stoop or kneel for extended periods of time.
      • Exert up to 20 pounds of force occasionally and/or up to 10 pounds of force frequently, to lift, carry, push, pull or otherwise move objects.
      • Maintain sustained concentration on computer screens and use keyboards and a variety of peripherals.
      • Work is generally performed in an office setting.
      • Ability to occasionally travel locally and regionally.


      Education, Experience, Certifications and/or Licenses
      The following are the qualifications for this position.
      Minimum Qualifications

      • Associate’s degree or equivalent from two-year college or technical school or an equivalent combination of education and experience that provides required knowledge, skills and abilities outlines above.
      • 1 years’ experience in a similar position and/or performing similar tasks.
      • Current and valid Driver's license per City policies outlined in the Employee Handbook.

      Preferred Qualifications
