- Collaborates with internal departments such as Public Works, Community Development, Police, and Administration, as well as external agencies, consultants, and regional partners.
- Ensures the accuracy, accessibility, and consistency of spatial data and maps to support planning, permitting, asset management, emergency response, and field operations.
- Develops and maintains GIS web applications and interactive public tools to enhance transparency, community input, and engagement in City planning and infrastructure projects.
- Trains and supports staff in GIS tools, applications, and data workflows.
- Creates user guides and provides one-on-one and group training to strengthen GIS competency across City departments.
- Supports integration between GIS with other systems, including asset management (e.g., Cartegraph), permitting, SCADA, and other operational tools.
- Explores and implements AI and machine learning applications to improve data classification, automate analysis, and enhance decision support capabilities.
- Designs and conducts data analysis using GIS and data analytics tools to support strategic decision-making for internal stakeholders and public-facing initiatives.
- Develops dashboards, maps, reports, and visualizations to communicate insights.
- Collaborates with IT staff and vendors to integrate data from GIS, enterprise systems, and external sources using APIs.
- Supports the design and maintenance of the City’s data warehouse to ensure seamless access to data across platforms.
- Proficiency in ESRI ArcGIS products (ArcGIS Pro, ArcGIS Online, Field Maps, Story Maps, etc.)
- Knowledge of data analytics and business intelligence tools (e.g., Power BI, Tableau, ArcGIS Dashboards) for spatial and non-spatial data visualization and reporting;
- Familiarity with AI/ML tools applied in GIS (e.g., predictive analysis, automated classification);
- Experience with web-based GIS platforms and geospatial databases; proficiency in SQL, Python scripting, and ModelBuilder for automation and analysis;
- Understanding of data warehouse concepts and integration of GIS with enterprise data systems via APIs and ETL (Extract, Transform, Load) processes;
- Knowledge of asset management and work order systems (e.g., Cartegraph);
- Ability to work both independently and as part of a team;
- Ability to communicate effectively, both verbally and in writing, to a variety of audiences;
- Ability to interact with a wide variety of people/personal styles demonstrating tact, courtesy and respect;
- Ability to maintain consistent and timely in-person attendance to support the work of the team;

The GIS/Data Administrator is responsible for the technical management and maintenance of the City’s Geographic Information Systems (GIS) and spatial data analytics. Under the general supervision of the Information Technology Director, this position is responsible for maintaining citywide GIS databases and leveraging data analytics tools to support policy development, planning, and operational decision-making across departments. The GIS/Data Administrator collaborates with City departments to help create workflows for utility management, land use, and infrastructure planning, while also providing training and end-user support. This position engages the public through interactive GIS-based communication tools and harnesses emerging technologies, including AI-enhanced GIS and data visualization platforms.
BASE SALARY RANGE: $34.69 - 41.37 per hour
According to the Collective Bargaining Agreement, candidates will start at the lower end of the range.
This position is eligible for longevity pay, which entitles the employee to a 2% pay increase for every five years employed at the City, to a maximum of 8% after 20+ years. Taking these numbers into account, the salary for this position could ultimately range from $34.69 - $44.68 per hour, with the upper pay appropriate for an employee who had 20+ years of longevity with the City of Sequim. Performs duties and responsibilities commensurate with assigned functional area which may include any combination of the following tasks:

KNOWLEDGE, SKILLS AND ABILITIES
Experience: Minimum five (5) years of increasingly responsible experience in GIS administration and data analysis. Experience in municipal or utility GIS systems preferred.
Washington State Driver's License required or the ability to obtain within 6 months of hire
Equivalent combination of education, experience and training that provides the required knowledge, skills, and abilities may be considered.WORKING CONDITIONS
The work environment is primarily in an office setting with some work outdoors; physical capability to maneuver outdoor work sites is necessary. Inside work involves sitting and standing for extended periods of time; walking; talking and hearing; using hands to operate objects or tools including keyboards; vision ability to read reports, electronic information, and complex technical, financial and legislative materials either from written or computer terminal sources. The incumbent may be required to push, pull, lift or carry up to 25 pounds; bending at the waist, kneeling, and reaching, using arms and hands.
There also may be occasional public and other meetings. Fieldwork may be performed under a variety of adverse weather conditions including hot weather, rain or snow and may involve contact with hazardous terrain and surfaces. Travel within the City is required on a regular basis. The employee may be exposed to hazards; depending on the exposure, the employee shall be required to wear appropriate personal protective equipment (PPE). The incumbent may be required to attend meetings during other than normal work hours; some evening and/or weekend meetings or presentations; and occasional out-of-town travel and overnight to seminars/meetings.About the company
