      Job Description

      The Governance Support Officer monitors and supports the organisation’s corporate compliance (legal, tax, donor contracts and policy coherence oversight), corporate risk and control, contracting and procurement project execution, and country logistics to ensure the organisation, country and project teams are compliant to SNV’s policies and procedures, legal, tax and donor contractual requirements.

      Key Deliverables

      1. Timely and quality reporting for SNV-GOI MoU, including planning and reporting as follows:
        1. Gather relevant data (project, finance, HR) for the purpose of country planning and reporting to Government of Indonesia at national, provincial and district levels.
        2. Write planning and (semi) annual progress reports with inputs from project managers and management to be submitted to the Government of Indonesia as part of the MoU.
      2. Coordinates with relevant ministries in monitoring of the operational permit (MOU) and on the work permit for foreign employees.
      3. Responds adequately to information requests from government partners regarding SNV projects.
      4. Organize coordination and monitoring meetings of projects in close collaboration with Project Management of SNV as required in agreements with the Government of Indonesia.
      5. Actively engage with PMs to regularly update the internal SNV website and support with other government related communications, where required.
      6. Trainings or information sessions on the MoU and planning progress provided as needed, in accordance with SNV’s annual plan.
      7. Critically assess SNV's Legal risk exposure in the Country.
      8. Conduct legal analysis and provide written advice on legal matters (regarding legal sources/ jurisprudence, etc.).
      9. Attend meetings with donor organisations on contract discussion, if needed.
      10. Provide advice on compliance with laws and regulations in Indonesia.
      11. Support in reporting to the manpower department.
      12. Maintain contract database and organise executed versions of contracts.

      Qualifications

      1. University Degree in Law, Social Science, Communication, Public Relations or other relevant discipline
      2. At least 5 years of relevant experience. Prior experience in an international development organisation and with Ministry of Home Affair would be an advantage.
      3. S/he have a strong network with different ministries at national and regional level and able to navigate within these networks to pave positive relations for SNV activities.
      4. Excellent interpersonal and communications skills, including report writing
      5. Good command of spoken and written English
      6. Good negotiation and coordination skills
      7. Self-motivated and organized
      8. Ability to work independently and with the team
      9. Willingness to work a flexible schedule
      10. Initiative and creative in solving problems
      11. Excellent computer skills in MS Office, Power Point, Outlook/ Internet and social media platforms.
      12. Experience in supporting agriculture and water projects would be an advantage
