The Government & Public Affairs Manager will act as a senior adviser to the General Manger and be responsible for the development and execution of strategic government relations plans and activities pertaining to U.S. federal, state and municipal governments where CITGO Petroleum Corporation may have interests, as well as act as corporate liaison for the refinery GPA teams and activities. Government relations duties include for matters related to CITGO’s operational and commercial activities, as well as governmental interactions involving the company and the communities in which CITGO operates. As the corporate liaison to the refinery GPA teams, the GPA Manager will provide oversight and strategic integration to help facilitate and ensure appropriate CITGO engagement and activities in those regions. The role requires a high level of maturity and communication ability; exceptional strategic thinking, leadership, engagement, collaborative, and influencer skills; a strong working knowledge of government functions, realms of jurisdiction, and processes and protocols; and a keen understanding of community engagement. All G&PA team members must perform with attention to prescribed budgets; adhere to applicable laws, professional best practices, and company compliance standards; and demonstrate the highest level of integrity, ethics, and safe behavior.

Job Duties
1. Act as a senior adviser to the General Manager to develop and execute company’s U.S. federal, state, and local government relations strategy to promote and protect the operational, commercial, and reputational interests of the company. This includes strategic planning and coordination with internal company leaders, other company departments, SMEs, and G&PA team members, as well as with outside industry organizations, stakeholders, and advisors to:
2. Provide regular monitoring/tracking, analysis and reporting of/on all relevant federal, state, and local government relations matters, as well as preparing relevant briefs and written correspondence as may be needed.
3. Act as a representative of the company to U.S. federal, state, and local branches and agencies of government, and with relevant industry trade associations, civic groups and other external organizations. This may include activities considered as lobbying.
4. Provide oversight of GPA refinery teams, including strategic integration and tactical support for refinery government relations and community engagement activities, ensuring good communications with refinery GPA teams and management, and positive local outcomes in alignment with corporate goals and objectives. Ensure strategic alignment of corporate and refinery government relations activities and CSR objectives.
5. Remain knowledgeable of all relevant lobbying registration and compliance requirements and provide guidance to company and department on such matters. Work with GPA Administrative Advisor to ensure compliance with all applicable U.S. federal, state and local lobbying registration and reporting obligations for the company and the department, including responsibility for completing and filing all applicable company registrations and reports, ensuring all other individual registration and reporting obligations are met, and keeping complete and accurate records of all filings.
