      Job Details:

      Job Summary: Performs lifecycle management of Government and Customer property in accordance with FAR 52.245-1, DFARS 252, ASTM Standards, Cubic Policy and Procedures, and contractual requirements. Incumbent oversees tracking, reporting, and maintaining Government and Customer assets through each property function from acquisition through disposition. This position typically works under limited supervision and direction.

      Essential Job Duties and Responsibilities:

      • Receive, track, control, and document Government and Customer Property in accordance with Government regulations and Cubic policies, procedures, and processes.
      • Creates asset property record and maintains the asset records in the Government Property Management database.
      • Create and update asset records in the UID database when required.
      • Assists in the physical inventory of Government and Customer assets and materials to ensure accuracy of property records and compliance with property procedures and contractual requirements.
      • Creates shipping documents for Government and Customer assets as needed.
      • Update asset records throughout lifecycle events in the Government Property Management database.
      • Assists in utilization reviews to identify excess and/or obsolete property assets.
      • Create property disposition schedules in PIEE for DCMA administered contracts.
      • Coordinates Government support during the disposition process when DEMIL and scrap certification is needed.
      • Create and provide property closeout certification to both internal and external contract administrating entities.
      • Provides support and assistance to the Government Property Manager during government and customer audits.
      • Assists in providing training for Program personnel and assigned Property Custodians to ensure understanding of Property Policy and Procedures.
      • Membership in National Property Management Association (NPMA).
      • Maintain Government Property Management Certification level required for the position.
      • Be able to travel to off-site locations as needed to support inventory and audit requirements. (10% of time or less).
      • This is an on-site position Monday-Friday 8 AM- 5 PM.

      Minimum Job Requirements:

      Four year college degree in Business, Property, or Logistics Management or equivalent, plus two years DoD Contract Government Property Management experience. (Military experience in Property Book, Production Control, Warehouse, or Logistics Management is also acceptable). Must be able to obtain Department of Defense Security Clearance level of Secret, Secret Clearance prior to starting is preferred. NPMA Certified Professional Property Administrator (CPPA) certification required. (NPMA CPPS certification with agreement to obtain CPPA within first year of employment may be acceptable). Working knowledge of Federal Acquisition Regulations (FAR) 52.245-1 (APR 2016) and Defense Federal Acquisition Regulation Supplement (DFARS) Part 252 (JUNE 2016) required. Working knowledge of the UID Registry, DCMA eTools, PCARSS, and iRAPT Databases. Must possess computer skills utilizing Microsoft Office Outlook, Excel, PowerPoint, and Word. Must have great organizational skills, be able to multitask, and properly prioritize workload. Desired Additional Education, Experience, and Skills: Experience and use of Sunflower Asset Management database. Additional educational credits in Lifecycle Logistics, Government Property Management, or Acquisition completed at Defense Acquisition University (DAU). Working knowledge of Navy Commercial Asset Visibility (CAV) Database. Working knowledge of Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) regulations and management of weapons inventory. Working knowledge of International Traffic in Arms Regulations (ITAR) and import/export compliance.
