- Experience in reviewing, analyzing, and evaluating grants/assistance applications, plans, and estimates.
- Experience applying grant analysis principles and program requirements to evaluate, assess, and make recommendations related to the review of grant proposals.
- Experience applying automated grant management and budgetary systems to resolve issues, develop and analyze reports, manage grant resources and develop recommendations for systems and/or business process changes.

- Experience in preparing and applying federal financial assistance (grant and cooperative agreement) legislation, regulations, policies, and processes to organization-wide policy and guidance.
- Technical - Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.
- Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
- Grants Management - Knowledge of requirements, practices, and procedures for soliciting, receiving, reviewing, and processing proposals, and awarding and administering grants and agreements.
- Grants Management Laws, Regulations, and Guidelines - Knowledge of principles, laws, regulations, policies, practices, and guidelines (for example, Executive Orders, Code of Federal Regulations, OMB circulars) of grant or agreement programs, including their order of precedence.
You will serve as a Grants Management Specialist within an FTA Regional Office. This position is responsible for providing developmental work experience. You will serve as a Grants Management Specialist and participates in the management of the grants application, award, and implementation process.

To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) meet either the education or experience qualifications for the grade at which you are requesting consideration.
To qualify for the GS-09 on Experience, you must have at least one year of experience equal or equivalent to the GS-07 it must include:
To qualify for the GS-09 on Education alone, you must have 2 years of progressively higher level graduate education leading to a master's degree or have been awarded a master's or equivalent graduate degree. You can also qualify based on a combination of graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.
To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09 it must include:To qualify for the GS-11 on Education alone, you must have:
3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.
To qualify for the GS-12 on Experience, you must have at least one year of experience equal or equivalent to the GS-11 it must include:You cannot qualify on education at the GS-12 level; you must have experience.
