      You will serve as a GRANTS MANAGEMENT SPECIALIST in the Code 0253 of OFFICE OF NAVAL RESEARCH.

      Duties


      • You will serve as a technical expert in the analysis, negotiation, and award of research and development.
      • You will mentor and train other grant specialists on the team.
      • You will meet with scientific and technical program office representatives to review and discuss pending and potential grant and award proposals.
      • You will review procurement request packages, including the prospective grantee's proposal, statement of work, budget and financial documentation for completeness and compliance with policies and regulations.
      • You will independently analyze proposals, establish and verify cost and price conditions, determine, the existence of special situations and establish governments negotiating position.
      • You will establish and maintain contacts with representative of grantee organizations to request information regarding special certifications, obtain clarification of budget and cost information and any other special documentation required.

      Requirements


      • Must be a US Citizen.
      • Must be determined suitable for federal employment.
      • Must participate in the direct deposit pay program.

      • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

      Qualifications


      our resume must demonstrate one year of specialized experience equivalent to the next lower grade level (GS-11/12) or pay band (NO-03) in the federal service or equivalent experience in the private or public sector performing most or all of the following duties: 1) Utilizing contract/grant administration principles, policies, regulations and procedures to sufficiently review, analyze and evaluate proposals; 2) Developing, monitoring and posting all Funding Opportunity Announcements (FOA's) related to grants; 3) Providing mentoring and training on grant management policies and procedures; 4) Providing assistance to technical personnel by reviewing procurement request packages for completeness and compliance with applicable policies and regulations; and 5) Establishing and maintaining contacts to identify and resolve problems regarding individual grant proposals.
