About Wholesale Onboarding & Group FCO
Wholesale Client Onboarding & Group Financial Crime Operations provides a trusted and resilient transaction processing capability to the Barclays UK and Barclays International trading entities. Wholesale Client Onboarding focuses on managing clients through the cycle of onboarding and refresh across Corporate, Investment Banking and Markets. Financial Crime Operations is a global operation covering Financial Crime activities across the Group protecting the Bank against Regulatory Sanction and Fines through excellent Financial Crime operational processes. The area has a high level of risk associated with it due to the regulatory nature of the work, and is a highly audited function to allow oversight and comfort to satisfy regulatory expectations. The leaders within the area carry a risk of personal liability attached to delegated CF11 responsibilities/nominated office for Barclays Bank PLC.
About Client Data Utility & Business Intelligence
CIB Client Data Utility & Business Intelligence provides CIB Wholesale Onboarding & Group Financial Crime Operations data analytics, Client Reference Data operations, data domain ownership and data management to support Wholesale Client Onboarding & Group Financial Crime Operations.
Overall purpose of role
The Director for Client Reference Data Operations will be responsible for:
· Leading a large growing function focused on CIB Client Reference Data with effective operational controls
· Constantly developing rules and procedures to provide clear ownership and accountability of our CIB client reference data.
· Creation, socialisation and implementation of a CIB Client Reference Data Target Operating Model; achieve goals through the implementation of true operational excellence through the function, through a strong people leadership strategy and through insights and use of advance tools such as AI.
· Delivery and execution of new operational processes for client reference data part of critical regulatory firmwide programs, such as Trading Controls Program.
· Implement best practices to remediate high-priority data quality issues and prevent/mitigate against potential data risks
· Provide oversight over the following Client Reference Data Categories:
o Client Entity Record
o Client Product Entitlement Due Diligence
o Relationship
o Hierarchy – Sales and Legal
o Regulatory Classification Codes
o Identity Services
· Responsible for inception, design and creation of business analytics and TC01 service management in BX India, in support of Wholesale Client Onboarding Central Analytics & Group Financial Crime Operations Central Analytics
· Provide oversight and monitoring of all data quality measures and thresholds for Client Reference Data Utility key processes via build-out of new Data Quality monitoring team for Client Reference data
· Institute a new data-driven culture where data quality monitoring is preventative and detective for key client reference data
This role holder will use their extensive existing reference data knowledge and experience to deliver industry-leading practices in support or the firms need to collect, create, process and retain quality information about our customers and clients, across multiple systems and business areas.
Key Accountabilities
· Lead a large operations function operating in Strategic Data Store (SDS) and JetBridge, the CIB KYC Onboarding tool. Engage stakeholders, and manage resources in line with Operational & stakeholder requirements while managing capacity and SLA requirements.
· Create new operating procedures, controls and implement new processes, where necessary, in support of the client reference data categories in scope.
· Creation and execution of new data quality measures to monitor the quality of data from client onboarding to offboarding.
· Monitor data quality daily, weekly and provide MI to senior management to highlight where data remediation gaps are
· Lead efforts to create new analytics to track operational performance, controls for TC01 Wholesale Onboarding & Group Financial Crime Operations
· Lead efforts for TC01 Service Management team, BX India group
· Lead efforts with technology leads to drive forward the target operating model, defined by TC01 Head of CIB Client Data Utility & Business Intelligence
· Implement new processes and transform legacy processes in support of Client Reference Data Target Operating Model
· Achieve department and SLA goals through the implementation of true operational excellence through the function, through a strong people leadership strategy and through insights and use of advance tools such as AI.
· Influence a wide-ranging audience across the Business, Operational and Compliance functions to gain support for ongoing day-to-day management of the function as well as gain buy-in to the ongoing change agenda.
· Responsible for the performance management approach of the department and will agree challenging performance and development objectives for the team providing regular feedback, coaching and training to ensure their maximum potential is achieved.
· Maintain awareness of business structures/process /change /volume change & other Business function dynamics to ensure capacity matches business demand at all times.
· Implement a robust framework to support an absolutely focus on continuing improving quality throughout the operation through use of Quality Control (QC) as well through analytics and other supporting tools and processes.
· Oversee business performance across Control, SLA and Cost and develop Key performance indicator (KPI) reporting, presenting to operations and other stakeholders on a regular and ongoing basis.
· The role holder will be accountable for budget oversight of the department covering c175-200 FTEs across multiple geographies, controlling discretionary spend
· Responsibility for all Internal audits, risk event reporting and associated actions for the function.

Essential Skills/Basic Qualifications:
· Leadership experience in a financial institution over a reference data function
· Direct experience and detailed knowledge of Client data including appreciation of operational procedures which are under regulatory supervision.
· Ability to translate ‘big picture’ concept to robust delivery, and take people on the journey.
· In-depth knowledge of KYC Onboarding and Financial Crime Operations within financial services. Specifically, in-depth knowledge of onboarding , offboarding, customer due diligence, enhanced due diligence, payment screening and customer screening processes.
· Excellent communication skills with the ability to convey technical and/or complex financial crime information to non-technical stakeholders.
· Ability to challenge and influence business heads and other senior stakeholders on day-to-day and strategic issues.
· Proven track record of delivery in fast paced, high expectation culture collaborative approach, and ability to work across a complex matrix organisation.
· Comprehensive understanding of how data strategy and data governance will help achieve the objectives of better data quality and data timeliness across the Wholesale Client Onboarding & Group Financial Crime Operations area.
· The role holder will have 15+ years leadership experience leading cross-functional teams and enterprise-wide programs
· Have a thorough and implementable knowledge of Trading Controls regulations, trends and legislative changes and updates in UK/US jurisdictions.
· Awareness of the market trends and best practice for client reference data operations and the software solutions used therein.
· Hands on experience in KYC Onboarding, Client Reference Data or similar optimisation projects.
Desirable skills/Preferred Qualifications:
· Experience of leading and managing teams across multiple geographies
· Experience implementing preventive, detective and reactive data quality measures.
· Experience of optimisation tools
