      Purpose of role

      The team’s primary responsibilities are interpreting and implementing Anti Money Laundering (AML), Sanctions and Know Your Customer (KYC) policies, managing the subsequent controls and working closely with the Private Bank businesses to provide direction and interpretation of regulatory requirements.

      The team’s role incorporates an operations and advisory element as well as ongoing support for training needs to the business. Management Information (MI) is used to track emerging patterns in areas of Financial Crime which is used to improve business processes and manage risks with the senior management and business heads.

      As a member of the Barclays Financial Crime team you will be required to, work closely with the Financial Crime Director, Compliance colleagues and business heads across Barclays to support the effective management of the Financial Crime agenda.

      Core accountabilities

      Responsible for driving best practices across the jurisdictions and providing ongoing independent oversight of the Financial Crime function in the region through:

      Escalation of expertise for the MLROs in the region for complex cases with regards to onboarding, PEPs, transaction monitoring/surveillance cases, and payment/trade sanctions/list screening. Undertaking regular reviews of the Special Focus/high risk client relationships and managing outcomes.

      Engagement: responsibility for any regional NPSO activities. Identifying trends across the region which require action or escalation to business heads

      Leadership and Management: Working as part of a global programme, leading regional development of the MLRO role, including identifying competency gaps, upskilling requirements and helping to manage any issues. Leading/chairing regional AML governance forums where possible and applicable.

      Intelligence gathering and sharing from internal (e.g. MI, business plans, cases, court orders/subpoenas) and external sources (e.g. regulators, industry bodies, vendors, conferences/seminars) and disseminating regionally and globally. Contributing to and delivering training materials (e.g. sanitised cases, enforcement actions).

      Oversight and coordination of timely and satisfactory action regarding any regulatory or audit findings. Lead for the coordination with Monitoring and Oversight regarding any scheduled monitoring reviews. Facilitator for Global coordination and perspective in conjunction with other Regional Advisory functions and Financial Crime Management Team. Responsible for overseeing performance of the Quality Assurance programme and analysis/leanings from the results.

      Policy Interface: key contact point for/with central policy team to shape the global policy agenda with input/requirements from MLROs, e.g. for standardisation, simplification etc. Identifying trends where improved guidance/interpretation is required for MLROs. Whilst identifying policy gaps where “work around” solutions are in place.

      Key clients (internal and external)

      Internal Clients with the WIM Businesses associated to the jurisdiction. External clients will be Group division.

      Role requirements

      Professional/technical experience

      The role holder will have a proven track record at running global advisory function in a complex financial services environment. First rate relationship management skills are essential to the role, with a good understanding of AML and Sanctions requirements and how they apply to the banking industry.

      Managerial experience

      The role holder will have the ability to develop and motivate staff in a way that enables them to fully exploit their potential and deliver excellent service. Previous leadership and people management and development skills are required.

      Academic and professional qualifications

      The candidate will be educated to degree level, or equivalent. A relevant business qualification such as Diploma in Financial Crime AML is desirable.

      Language skills

      There are no additional language skills required for this role.

      Personal attributes

      The suitable candidate will have the ability to execute and drive through new policies and projects. Excellent communication skills are essential, with the ability to influence at all levels. The candidate will possess effective communication and presentation skills using a variety of styles to suit the situation. Demonstration of a proven track record of working to deadlines will be required, together with strong organizational skills and the ability and confidence to make business critical decisions.
