      An exciting and challenging opportunity has arisen for an inspirational senior leader to provide strategic direction as the Head of Fleet and Logistics for West Midlands Police.

      The post holder will be responsible for a range of essential corporate services which directly support operational policing. In this key role you will lead and hold to account, the team which provides vehicle Fleet Management, Warehousing and Logistics Management, Force Uniform Service and Evidential Detained Property storage.

      We are looking for a dynamic senior leader who will thrive in a collaborative environment and can bring a wealth of experience; who will work well with stakeholders and fit in with our talented and higher motivated senior management team. As the Head of Fleet and Logistics you will play a key role in transformational change, seeking out and implementing efficiency gains and financial savings. You will report directly to the Assistant Director, Head of Corporate Asset Management.

      You will also ensure observance to agreed standards to comply with legal, statutory and other regulations, guidelines and best practice. You will plan, develop and implement strategy for operational management of the Fleet and Logistics Management function to maximise organisational performance within agreed budgets and timescales.

      You will be required to provide the strategic vision, management expertise and practical experience to lead, manage, maintain and enhance the Force’s Vehicle Fleet, its Uniform provision and its Evidential Detained Property storage.


      MAIN DUTIES AND RESPONSIBILITIES:-

      • As a member of Corporate Asset Management (CAM) Senior Leadership Team (SLT), work with the Assistant Director (AD) in defining the vison and strategy for CAM, ensuring alignment to the wider WMP strategy. Deputising for the AD as appropriate on relevant Fleet, Logistics and Uniform matters with both internal and external stakeholders.
      • Provide leadership and direct management to large teams of staff involved in a broad range of key functions, including the management and co-ordination of Force Fleet and Uniform projects, the programme of procurement, servicing, maintenance and repair of force vehicles, all matters relating to Uniform provision and the central Warehousing function for the Force, the management and analysis of Fleet and Uniform demand and carbon net zero management projects.
      • Responsible for providing informed, timely and accurate advice to senior leaders (including Force Executive Team) on all major WMP Fleet and/or Uniform Programmes and Projects, for example, providing detailed technical advice on specifications, future technological landscape and the determination of procurement methods and associated costs. With additional responsibility of managing the overall delivery of Fleet and Logistics support to major WMP Programmes/Projects on behalf of the AD for CAM.
      • Responsible for the devolved Fleet and Logistics budget (circa £10 million revenue and circa £4 million capital), ensuring financial resources are managed effectively and in accordance with Force standing orders.
      • Accountable for the effective operations of the Logistics Centre and Workshop at Perry Barr, managing all associated risks and opportunities in partnership with the wider CAM team.
      • Provide an efficient and effective vehicle fleet service including servicing/repair facilities, vehicle replacement programme and budget monitoring.
      • Lead and deliver on specialist National and Force level contracts e.g. vehicle procurement and disposal frameworks, national vehicle standardisation, body shop repairs and parts supply, Uniform and disposal functions providing professional and technical advice.
      • Lead on the negotiation with vehicle and spares suppliers, hire companies, fuel supply, vehicle taxation and insurance assessors to ensure that vehicles are supplied/maintained/repaired in the most cost effective manner utilising either WMP garages or external suppliers.
      • Oversee the forecast assessment and plan for Force Fleet and Logistics demand requirements and identify/supply cost effective solutions.
      • To be responsible for the ownership of Fleet allocation reviews, providing advice to Senior Leadership Teams on their transport requirements.
      • To keep abreast of developments in vehicle design and transportation and ensure that West Midlands Police provide a range of transport options appropriate to the duties involved.
      • To be responsible for the ownership of the Force Uniform solution that meets the demands of the service.
      • Overall responsibility for the storage of Evidential Detained Property and its ongoing logistical management.
      • Responsible for Force’s document printing service.
      • Lead and direct the continuous monitor and review of the Fleet and Logistics Services function against agreed service levels using relevant systems and by influencing and consulting with stakeholders taking necessary action to ensure performance targets are met.
      • Supporting organisational transformation to enable WMP to meet the challenges imposed by climate change and championing and driving environmental best practice and performance.

      You will have:

      • A professional qualification and/or degree in a relevant subject
      • An appropriate professional membership such as membership of the Institute of Road Transport Engineers and/or the Institute of the Motor Industry
      • Proven ability to lead and manage multiple functions and teams at a senior strategic level in Vehicle Fleet Management
      • Proven financial management experience and awareness together with the ability to manage budgets and deliver efficiency savings
      • Proven knowledge of vehicle specifications, vehicle technology, vehicle conversions and legislations regarding vehicle servicing, maintenance and repair
      • To be able to demonstrate understanding of Home Office and Government contracts at a strategic level
      • Proven knowledge of Automotive Construction and Use Regulations including appreciation of police exemptions
      • A strong understanding and practical experience of risk management
      • Proven experience of effectively leading, developing and implementing change
      • To have a comprehensive knowledge of the organisational synergies of the key business areas of the post’s responsibilities and their relationship and interaction within other business areas within the Force
      • Good working knowledge of business operating and supply procedures
      • Proven ability to engage, negotiate and influence with high level stakeholders, customers and suppliers (internal and external marketplace)
      • Ability and experience to successfully manage and deliver large and complex projects
      • Proven ability to deliver results through people managed performance

      In addition, you will have:

      Vetting: Successful applicants will be required to pass management vetting and security clearance scrutiny prior to starting their role. This includes a full background & financial disclosure.


      Medical: Appointment to this role will be dependent upon successfully medical checks, which may include a drugs test and if required a fitness test.
