      The Florida Department of Health (DOH) is responsible for the health and safety of all citizens and visitors to the state. As a public health agency, the Florida Department of Health must monitor the health status of Floridians, diagnose, and investigate health problems, and mobilize local communities to address health-related issues. The Florida Department of Health develops policies and plans that support health goals, enforce laws and regulations that protect the health of all residents and visitors, and link people to needed health care services. The Florida Department of Health also provides specialized assistance to pregnant women, infants, and children with special health care needs, regulates health care practitioners, and provides medical disability determinations.

      Health Educator Consultant – SES:

      The incumbent in this position will serve as a supervisor in the Office of Minority Health for the Tobacco Program. This position is designated as a SES Supervisory position and will function under the supervision of the Office of Minority Health Program Manager. This position directs and supervises a Senior Health Educator, a Health Educator and an OPS-Health Educator. This position will be responsible for all supervisory duties including, but not limited to: coordinating, monitoring, and evaluating staff performance, recruiting for vacant positions and hiring staff, preparing job descriptions and performance appraisals, training staff as needed, counseling or disciplining staff as necessary, approving or disapproving leave and performing other supervisory duties as needed.

      Duties will include supervisory responsibilities, purchasing responsibilities for the tobacco program, ongoing activity reporting, budget management and project management.

      This position may occasionally work evenings and weekends.

      Your Specific Responsibilities:

      • Supervising staff and providing support
      • Participating on community coalitions and workgroups related to tobacco control
      • Coordinating purchasing needs and approvals for the tobacco program
      • Coordinating local partners for public health initiatives
      • Covering tobacco policy areas during vacancies in the program
      • Ongoing and quarterly reporting and budget management
      • Position activities may occur before, during or after normal working hours and/or on weekends or holidays
      • Utilizes own vehicle for transportation unless carpooling is possible or alternate transportation is provided.
      • Work before, during and after disasters if needed.

      Required Knowledge, Skills, and Abilities:

      • Knowledge of tobacco prevention and use reduction in the areas of cessation, secondhand smoke, and youth prevention.
      • Knowledge of tobacco prevention resources.
      • Ability to develop, plan, implement programs.
      • Ability to work with youth and adults.
      • Knowledge of coalition development.
      • Ability to prioritize and organize work assignments and work independently.
      • Ability to build and maintain partnerships.
      • Ability to present accurate, science-based information to a variety of audiences.
      • Skilled in written and oral communications.
      • Knowledge of procurement procedures and methods.
      • Knowledge of budget preparation and administration.
      • Knowledge of DOH financial systems for tracking encumbrances and payments.
      • Knowledge of evaluation methods and practices.
      • Ability to work independently, with minimal supervision
      • Ability to establish and maintain effective working relationships with others.
      • Ability to use Microsoft Word, Excel, Outlook, PowerPoint and Teams.

      Qualifications:

      Minimum:

      • Must not use any tobacco products or electronic nicotine delivery devices
      • Valid Florida driver’s license or able to get one within 30 days of hire
      • Demonstration of strong written and verbal communication skills.
      • At least one year of experience supervisory or leadership experience.
      • At least two years of work experience in the public health or healthcare fields.

      Preferred:

      • At least one year of experience working in tobacco control.
      • Bachelor’s degree in public health / health related field OR at least four years’ experience in public health or healthcare field.
      • Experience using Microsoft Word, Excel, Outlook, PowerPoint and Teams.
