      For Special Duty Assignment interest, you must be a Career Service, Career Service Exempt or other regular (non-temporary) employee in King County who has completed their County probation in their current position. You must have supervisor approval prior to taking a Special Duty Assignment.


      Department of Public Health – Seattle & King County – Jail Health Services division is seeking a Health Services Administrator II (Health Operations Manager) to join its team. The Health Operations Manager is responsible for oversight of various health operations activities to support the Jail Health Services division. This position is primarily responsible for the King County Correctional Facility health operations and occasionally provides coverage at the Maleng Regional Justice Center as well. The Health Operations Manager works closely with the RJC Operations Manager to oversee other operational responsibilities including management of the division supply team, collaboration and coordination with the Department of Adult and Juvenile Detention for day-to-day JHS services and activities, and clinic performance oversight.


      Background

      JHS provides needed health and social services to the incarcerated population located in the King County jails – King County Correctional Facility (KCCF) in Seattle, WA and Maleng Regional Justice Center (MRJC) in Kent, WA. The primary services we provide include medical, dental, mental health, social and release planning services, treatment of substance use disorders, and pharmaceutical services. We care about the patients we serve and their health outcomes. Our division includes over 250 employees and an annual budget of over $60 million.

      The purpose of JHS is to assure that high-quality health and human services are available to the incarcerated population in the King County adult correctional facilities: the King County Correctional Facility (KCCF) in Seattle and the Maleng Regional Justice Center (MRJC) in Kent. The JHS vision is Opening doors to healthier, happier lives, and the mission is to assess and stabilize serious health problems for the detained population of the King County Correctional Facility and the Maleng Regional Justice Center with a focus on transition from jail.

      Staffed 24 hours per day, 7 days per week, 365 days per year, JHS provides a broad range of health care to all individuals booked into the jails. For patients with serious mental health or medical conditions, special housing units (psychiatric and infirmary) along with a higher level of services and medical monitoring are provided. Since the patient population varies both in numbers as well as in acuity of health conditions, staffing is adapted and flexed to meet the constantly changing needs of the population.

      JHS staff manage the complex health needs of underserved populations many of whom come to the facility without access to care in the community and with decompensated acute and chronic health conditions.

      Work Schedule

      Typical work schedule for this position is Monday through Friday from 6:30 am to 3:00 pm. This position is not subject to the Fair Labor Standards Act and is not overtime eligible.


      Work Location

      The work locations for this position will be at the King County Correctional Facility (500 5th Ave, Seattle, WA 98104) and the Maleng Regional Justice Center (401 4th Ave N, Kent, WA 98032).


      Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

      Management of the JHS HIMS (Health Information Management):

      • Direct supervision of the two (2) HIMS Public Health Administrative Support Supervisors, as well as others assigned by division leadership.
      • Collaborate with clinical leaders for medical clinic performance oversight, monitoring, and recommendation setting.


      Chair and/or facilitate various meetings and huddles:

      • Staff meetings facilitation includes a daily Tier 2 Operations huddle, the bi-weekly Clinical Leadership Team meetings, monthly JHS Language Access Team meetings, and the monthly Emergency Response Committee.
      • Participate in other committees and meetings such as the JHS Supervisor and Manager monthly meeting, Monthly Continuous Quality Improvement meeting, and any related subgroups assigned.
      • Serve as liaison/contact working with the Facilities Management Division to ensure workspaces are functioning and space is appropriately used for division functions.
      • Serve as liaison/contact with King County Information Technology for day-to-day technology management support; work with others identified in the division on O365 or other application support related processes.
      • Co-develop and carry out annual disaster response drills.


      Serve as JHS Division Continuity of Operations Lead and carry out related duties:

      • Assist in processes related to forecasting division supply and equipment needs and fulfillment.
      • Provide project management or support for assigned or self-initiated projects.
      • Monitor performance of program staff; participate in annual performance reviews, investigate complaints, make recommendations based on investigation, which can include discipline, and recommend termination of staff as needed.
      • Assure adherence to labor agreements, participate in the grievance process as needed.
      • Perform other duties as assigned.

      Our ideal candidate will demonstrate the following (Minimum):

      • Experience managing in a health clinical practice or other similar healthcare programs or any equivalent combination of experience and education which provides the applicant with the desired skills, knowledge, and ability required to perform the work.
      • Demonstrated supervisory or leadership experience; a track record of effectively supervising and managing staff or bodies of work.
      • Demonstrated ability to implement and foster continuous quality improvement practices in a health care setting.

      • Knowledge of the provision of care to underserved and vulnerable populations.

      • Demonstrated ability to create a work environment where people can thrive; seeks input from those closest to the work, understands how to bring the best out of people, and creates an environment where individuals feel their contributions and work are important to the success of the organization.
      • Demonstrates honesty and integrity in their actions and is comfortable providing corrective feedback or taking difficult actions when necessary.
      • Skilled in the supervision of a diverse workforce including personnel management, team building, individual development and conflict resolution.
      • Demonstrated ability to respect, communicate, and relate well to all kinds of people regardless of their status, position, or background.

      The most competitive applicants will have the following experiences and qualifications (Desired):

      • The most competitive candidates will have a degree in Public Health, Health Care Administration, Nursing (or other health profession) or Business Administration and three (3) years’ experience managing in a health clinical practice.

      Public Health - Jail Health Services follows and maintains federal and state requirements standards including, but not limited to, Prison Rape Elimination Act (PREA) standards which apply to all public and private institutions that house adult or juvenile offenders.
