To provide a wide variety of duties in support of the City’s Homeless Services division, including performing street outreach, providing direct assistance and support to individuals who are homeless or at risk of becoming homeless, and performing related work as required.
Supervision Received and Exercised
Receives immediate supervision from an assigned supervisor, progressing to general supervision.
Essential Functions
Functions may include, but are not limited to, the following: perform street outreach throughout the City where those experiencing homeless reside and congregate, providing direct assistance and support to individuals who are homeless or at risk of becoming homeless; serve as an advocate for participants in securing social services; provide encouragement and support to participants in securing and/or following through on services; conduct walk-throughs of homeless bridge shelter(s) ensuring conditions are safe and clients are adhering to shelter policies and procedures; communicate with the Public Works Department to identify safety concerns and needed maintenance and repairs; receive and respond to community calls for service related to homelessness; conduct mobile outreach to homeless persons on the streets, social services venues and other locations where they are located; screen and conduct intake and assessment interviews with homeless individuals, including medical/mental health history, in order to identify social service needs and make appropriate referrals; transport participants/clients as needed; provide administrative support for homeless prevention programs such as tenant-based rental assistance; participate in community activities and projects; establish and maintain liaison relationships with City staff, community organizations, law enforcement, public and private agencies, business owners and operators, and the general public in order to respond to specific concerns as it relates to homeless individuals and issues of homelessness in general; develop relationships within the community, including local businesses, landlords, and other service providers, to identify new and existing opportunities and build relationships to better assist clients in accessing resources, employment services and housing; maintain timely and accurate documentation according to program requirements; prepare, complete, and submit reports, according to program requirements and as needed; build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service; perform related duties as assigned. Any combination of education and/or experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: one year of experience in homeless outreach and/or program implementation for homeless persons and training equivalent to a Bachelor's degree from an accredited college or university with major course work in public administration, business administration or a related field. CPR/First Aid certification and Naloxone (Narcan) training must be obtained within 90 days of employment. Knowledge, Skills and Abilities
Knowledge of: principles and techniques of case management; community organizations and the services they provide; coordinated Entry System (CES) assessment information; HUD Grant fund (HOME, CDBG, ESG) eligibility to support homeless prevention programming; current social problems and issues and methods of approaching those problems and trends; methods and techniques of data collection, analysis, interpretation and report preparation; policies and procedures of assigned department; Federal and state laws, regulations, ordinances, codes, and regulations related to assignment; computer equipment and software applications related to assignment, such as Clarity Homeless Management Information System (HMIS); principles and practices of modern office methods and procedures; English usage, spelling, grammar, and punctuation. Ability to: read, interpret and write reports; respond to the public using tact and diplomacy; report inappropriate behavior to the proper authorities; operate and drive a City vehicle; work as a team member in a challenging changing environment; accompany clients to appointments for benefits, employment, and housing searches; clearly communicate ideas, in both written and verbal form, and to understand and relate to the needs of program participants of all ethnic, cultural, educational, and socio-economic backgrounds; analyze situations accurately and assess the needs of individual clients, family dynamics, and potential barriers to service, and make decisions in accordance with regulations and established policies; maintain professionalism, discretion, and independent judgment with clients; interpret data pertinent to caseload management and evaluate the effectiveness of efforts in solving problems; organize and maintain cooperative relationships with community groups and resource agencies; prepare and maintain records and reports; monitor client progress toward established goals; explain and interpret programs and policies to clients, agencies, and organizations; use initiative and sound independent judgment within established guidelines; interpret, apply and explain pertinent Federal, state and local laws, codes and regulations as well as City and department policies and procedures; understand and follow oral and written instructions; maintain confidentiality of privileged information; keep work related records and prepare reports using a computer; manage competing priorities; organize workload to ensure responsibilities are carried out in a timely manner; establish and maintain cooperative-working relationships with those contacted in the course of work; communicate with and coordinate with the public and other departments; communicate in Spanish is highly desirable; work with various cultural and ethnic groups in a tactful and effective manner.Physical Demands and Working Conditions

On a continuous basis, sit at a desk, walk, or stand up for long periods of time. Intermittently twist and reach office equipment; write or use keyboard to communicate through written means; may lift or carry weight of up to 20 pounds. Drive a motorized vehicle, walk on uneven surfaces, kneel, stoop, bend, and climb up or down slopes while conducting field work. See in the normal vision range with or without correction to observe code violations, read typical business documents and computer screens; hear in the normal range with or without correction. Work is performed both outdoors and indoors; outdoor work requires exposure to a variety of traffic and weather conditions with possible exposure to hazardous materials; indoor work is performed in a carpeted and air-conditioned office environment with fluorescent lighting and moderate noise level.To be considered, applicants must submit a City Application by the closing date and time listed.
