      ENGINEERING DEPARTMENT, CONSTRUCTION MANAGEMENT SECTION, VARIOUS LOCATIONS

        ESSENTIAL FUNCTIONS:
        Construction Inspectors perform field inspections of construction projects and play a crucial role in maintaining construction quality and safety standards, ensuring projects are completed efficiently, effectively, and in compliance with applicable regulations.

        JOB SUMMARY:

        Under general supervision from a Supervising Construction Inspector, the incumbent will:
        • Attend pre-construction meetings.
        • Interpret and explain relevant codes, ordinances, regulations and Districts standards.
        • Receive and review approved submittals.
        • Keep a daily log of construction activities and prepare status reports.
        • Interact with contractors, engineers, and the general public; and coordinate construction and inspection activities with contractors and other agencies.
        • Inspect the excavation of trenches, installation of various sizes and types of sewer pipe, backfilling of tranches, and construction of standard manhole structures.
        • Inspect special reinforced concrete structures, restoration of surfaces and existing improvements for conformance with plans, specifications, safety orders, codes, permits, and general requirements of other agencies.
        This job may be filled at any level.

        CONSTRUCTION INSPECTOR I is the first working level class in the series. Incumbents perform increasingly more complex pipe manufacture and sewer line construction inspection and assist in the inspection of treatment plant or pumping plant construction.

        CONSTRUCTION INSPECTOR II is the intermediate level class of the series. Incumbents perform inspections of moderate difficulty with occasional instruction or assistance.

        CONSTRUCTION INSPECTOR III is the journey level class of the series in which incumbents perform moderately difficult inspections of sewer line construction, treatment plant and pumping plant construction, and assist in the more complex inspection tasks of treatment plant and pumping plant construction. This class differs from the Construction Inspector II class by the greater technical knowledge required, the greater independence of action and the greater complexity of the projects assigned.

        PHYSICAL DEMANDS:
        Typically involves heavy physical exertion to perform heavy physical exertion to perform inspection duties requiring standing for extended periods, walking on uneven terrain, climbing, pulling, twisting, bending and occasional lifting of objects weighing up to 50 pounds.

        WORKING CONDITIONS:
        Generally, involves outdoor work to inspect construction projects with frequent exposure to noise, dust, fumes, odors, and outdoor weather. Overnight travel may be required.

        Candidates must possess:
        • A valid California Class C driver license
        -AND-

        CONSTRUCTION INSPECTOR I:
        • Two (2) years of construction or construction inspection experience
        CONSTRUCTION INSPECTOR II:
        • Two (2) years of experience as a Construction Inspector I with the County Sanitation Districts of Los Angeles County, OR three (3) years of equivalent construction inspection experience
        • AT LEAST ONE (1) OF THE FOLLOWING:
          • Special inspector certification for Reinforced Concrete, Prestressed Concrete, Structural Masonry, Structural Steel and Bolting, Structural Welding, Soils, or Commercial Electrical issued by the International Code Council (ICC)
          • A Senior Certified Coatings Inspector certification issued by the Association for Materials Protection and Performance (AMPP)
          • A Certified Welding Inspector (CWI) certification issued by the American Welding Society (AWS)
          CONSTRUCTION INSPECTOR III,
          • Two (2) years of experience as a Construction Inspector II with the County Sanitation Districts of Los Angeles County, OR four (4) years of equivalent construction inspection experience
          • AT LEAST ONE (1) OF THE FOLLOWING:
          • A Special Inspector certification as Reinforced Concrete, Prestressed Concrete, Structural Masonry, Structural Steel and Bolting, Structural Welding, Soils, or Commercial Electrical issued by the International Code Council (ICC)
          • A Senior Certified Coating Inspector Certificate issued by the Association for Materials Protection and Performance (AMPP)
          • A Certified Welding Inspector (CWI) certification issued by the American Welding Society (AWS)

          FOR ALL CLASSES:
          • An ACI Concrete Field Technician Grade 1 Certificate must be obtained within the first 6 months of appointment
          • College coursework in Construction Technology or a closely related program may substitute for the required experience on a year-for-year basis

          DESIRABLE QUALIFICATIONS:
          • An ACI Concrete Field Technician Grade 1 Certificate
          • Proficient using computers and computer software in particular, Microsoft Word and Excel
          • College-level Construction Technology coursework
          • Two (2) or more years of electrical inspection experience
          • Experience with pressure face tunneling

          The competitive selection process for ALL CLASSES:

          Knowledge of:
          • Techniques and methods of general construction and maintenance trades
          • Construction safety practices and principles including shoring, confined space entry and traffic control safety
          Ability to:
          • Read and interpret various building codes, plans, specifications, blueprints, survey documents, and legal descriptions
          • Prepare and maintain construction notes and reports
          • Communicate clearly both orally and in writing
          • Establish and maintain effective working relationships with Districts staff, contractors and the public
          • Inspect construction work and materials for quality and adherence to plans and specifications
          In addition to the above, the CONSTRUCTION INSPECTOR II AND III levels, may cover:

          Knowledge of:
          • Technical aspects of concrete mixing, forming, placing, curing, finishing, and testing
          • Placement and support of form work and reinforcing steel
          • Masonry, welding, trench excavation, shoring, and backfill
          • Pavement placement and finishing
          • Soil types and compaction
          • Construction equipment and material
          • Surveying principles
          • Applicable safety rules and regulations
          Ability to:
          • Read and comprehend plans and specifications
          • Conduct inspections of a wide variety of complex construction projects which include pipe construction, mechanical equipment installation, sewer, pumping plant and wastewater treatment plant construction, and material fabrication
          • Exercise sound judgment in responding to contractors, Districts staff and the public
          Selection Process:
          • All applications will be reviewed to determine if the conditions and qualifications for testing are met.
          • The selection process will consist of a written test, writing exercise and interview. The written test is weighted at 40%. The writing exercise will be scored as part of the interview and have a combined weight of 60%.
          • Candidates must receive a qualifying score on each selection component to move forward in the selection process.
          • The written test and writing exercise will be held on Thursday, April 18.
