      Introduction

      HOUSING FIRST CASE MANAGEMENT NAVIGATOR GRANT-FUNDED POSITIONS A job that makes a difference in our community.... The City of Tucson is looking for people who want to join the Housing First program team in the Housing First team as a Housing First Case Management Navigator to support people experiencing homelessness being assisted in a variety of City programs, including housing navigation, permanent supportive housing, and assessment services. Navigator positions are highly flexible and allow individuals to work within a range of community and office settings.

      Essential Functions

      Functions and Duties Performed: Participant Service Coordination (45%): Facilitates access to services required to foster housing readiness including credit repair, legal aid, housekeeping, money management, tenant rights and responsibilities, etc. Connects program participants to community resources that will support immediate safety (i.e. crisis shelter, healthcare, substance abuse treatment). Connects program participants to community resources that will support the goal of permanent housing acquisition (i.e. benefits, advocacy, employment services). Participant Management (40%): Ensures participants have the necessary items to secure housing (e.g. valid identification, income verification, bank statements). Assists in the development and encourages adherence to a personal budget. Assists participants with completing housing applications and securing housing of their choice. Transports participants to housing and job searches, benefits appointments, and relevant social service agencies as needed. Provides information and instruction to participants regarding tenant rights and responsibilities, rental agreement rules, and being a good neighbor. Maintains regular contact with each participant to ensure they are making progress towards their housing placement goals and can be quickly contacted if housing becomes available. Provides advocacy to help address issues and barriers between landlords, housing service providers, and participants that may prevent move in. Assists with referrals to Fair Housing, as needed. Develops and implements an individual housing plan for each participant. Conducts housing assessment to determine appropriate permanent housing intervention and service needs. Assists persons with permanent housing placement or program resources that will assist with safe and stable housing. Pilots new practices, services, and programming under the direction of the project supervisor. Locates persons referred to housing through the TPCH Coordinated Entry system by coordinating with Homeless Management Information System (HMIS), navigation and outreach teams. Community Partnerships (10%): Works with staff from other Tucson Pima Collaboration to End Homelessness (TPCH) agencies to provide regional team engagement serives. Maintains familiarity and positive working relationships with affordable housing and fair market rental propertie3s, housing subsidy programs, and housing locator resources. Participates in collaboratives with outside partners and other professional development opportunities related to assigned field of expertise. Other Duties as Assigned (5%): Performs all other duties and tasks as assigned.

      Minimum Qualifications

      High school diploma or GED and under one (1) year of directly related experience. *Any combination of relevant education and experience may be substituted on a year-for-year basis.

      Special Job Requirements

      Valid and Unrestricted Class D - Driver's License Work Environment' Indoor and outdoor work with heavy exposure to extreme physical, ergonomic or emotional hazardous environment

      Preferred Qualifications

      2 or more years' experience in social services program delivery in a professional or volunteer setting for low-income older adults persons with disabilities, families, or other vulnerable populations. Fluent in written and spoken English and Spanish

      Selection Plan

      Applicants who meet the minimum qualifications will be evaluated on the education and work experience in their employment profile and the responses to their supplemental questions.The highest scoring applicants will be invited to participate in Oral Board interviews. Oral Board interviews will be conducted in person on Friday, February 23, 2024 Hiring interviews may be conducted. Upon completion of all examination processes, the highest scoring applicants will be placed on the Civil Service Employment List. An applicant's ranking on the Civil Service list will be based on their final score which will be calculated as: 20% of your rating for education and work experience 80% of your oral board interview This recruitment will establish a civil service list that will be utilized to fill vacancies in the Housing & Community Development Department within the next 6 months. Veterans, Native American, or Disability preference points will be added to the final score for those that are placed on the Civil Service Employment List.
