      Main duties of the job

      Our Housing Solutions Service offers advice and support to people who are homeless or at risk of homelessness. We help customers respond proactively to their housing situation and find suitable, affordable accommodation.

      As a Housing Solutions Team Leader, based at our lively Bourne Hill Hub in Salisbury, you will share responsibility for the day-to-day running of the Housing Solutions Service in a job-share with another part-time team leader. Working hours are Wednesday afternoon, all day Thursday and Friday.

      You will lead a dedicated team of about 11 FTE officers delivering housing advice and fulfilling our statutory duties. You and your team will work with people facing difficult circumstances - eviction, relationship breakdown, abuse, sofa surfing, or mortgage issues. Many of our customers are facing financial hardship or have experienced trauma.

      Werelooking for someone who is empathetic, resilient, and able to work with both customers and staff in a trauma-informed way. You will provide expert advice and coach staff, ensuring they work proactively to prevent or relieve homelessness in a customer-centred way. You will be collaborating with colleagues and external agencies on complex cases.

      You will bring at least 3 years experience in housing, a degree or equivalent, in-depth knowledge of allocations and homelessness law, private rented sector law and social housing law.

      Job responsibilities

      Leading and managing a team of approximately 10 direct reports delivering robust and wide-ranging housing advice, strongly focused on the improvement of housing conditions, the prevention of homelessness and the empowerment of customers, maximising customer satisfaction.

      Working closely with other team leaders to create a joined up and consistent service, ensuring the council fulfils all its statutory responsibilities under Part 6 and Part 7 of the Housing Act 1996, improving housing conditions, preventing homelessness and helping those who are homeless through the provision of temporary accommodation to a settled home.

      Ensuring accuracy and timeliness in complex housing advice cases, appropriate referrals of customers with complex needs to other agencies, the issuing of written communications appropriate to the needs of customers and completing lawful housing needs, s184 decisions and responses to s202 challenges as required.

      Maximising the accessibility of the service to and effectiveness for customers experiencing the poorest housing conditions and for those whose behaviours or perceptions make them more difficult to engage, ensuring appropriate referrals to other agencies to meet non-housing needs.

      Maintaining expert knowledge of current legislation and council policies in relation to social housing law, landlord and tenant law, including disrepair and possession proceedings, councils allocations scheme and related law, homelessness law, help with housing costs and social care and family law as relevant to housing, providing clear leadership and technical guidance in these areas.

      Maintaining a good working knowledge of relevant anti-social behaviour law, family law, mental capacity law, welfare rights, money and debt management law, and motivational, trauma-informed and strengths-based principles and practices.

      To performance manage all caseworkers to ensure they complete casework and assessments within the required statutory timescales, provide appropriate, proactive and competent advice and support and alleviate homelessness where possible.

      • Degree or equivalent, and degree in housing, surveying, environmental health or social care
      • related discipline

      • Chartered Surveyors, or Chartered Institute of Environmental Health is desirable
      • Experience of staff management
