- For positions requiring the operation of motor vehicles, candidates must have a valid state driver’s license for the state in which they live or are principally employed.
- For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.
- Applicant must complete a Baseline Pre-Placement Screening for General Schedule positions within 30 days of appointment.
- Acceptance of a Federal position may terminate Tricare Reserve Select eligibility.

This National Guard position is for a HR SPEC (TITLE 5), Position Description Number NGT5025000 and is part of the TN ARMY National Guard.

As a HR SPECIALIST, GS-0201-11, you will provide overall advice and assistance on a wide range of employee relations matters. Administers and provides advice on performance management systems, the incentive awards and suggestion programs. Assist the HRO Specialists and managers with Reduction-in-Force actions. Provide technical advice on flexibilities and appropriate use of leave issues such as Sick Leave for Family Care and Bereavement, compensatory time, leave without pay, absence without leave and military leave. Provide advice and recommendations to managers on issues that are sensitive, serious or controversial pertaining to appropriate disciplinary or corrective actions. Develop, modify, conduct and/or oversees the presentation of basic and/or refresher training in employee relations policies and procedures such as incentive awards, discipline, grievances, performance management, and retirement. Perform other duties as assigned.

GENERAL EXPERIENCE: Experience, knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled; progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to evaluate and determine the appropriate National Guard Bureau Employee Relations & Benefits policies and programs for national use throughout the Army and Air National Guard
SPECIALIZED EXPERIENCE: Must have 36 months or 1 year at the next lower level specialized experience, knowledge of, and skill in applying a wide range of HR concepts, practices, laws, regulations, policies and precedents sufficient to provide state level comprehensive HR management advisory and technical services on substantive organizational (ANG and ARNG) functions and work practices; ability to interact with all levels of management and labor unions as a strategic business partner in the delivery of performance management objectives, benefit eligibility, and may include discipline or adverse action management, requiring a broad approach and intensity of analysis; understanding of the relationship between management needs and National Guard goals and objectives; ability to deal effectively with key management officials on highly controversial employee issues and decisions. broad approach and intensity to resolve complex problems and issues when guidelines are not directly applicable. practical knowledge of other HRO functional areas, i.e. Recruitment and Placement, Classification, Labor Relations, Equal Employment Opportunity, etc. for purposes of interacting and resolving issues. Knowledge of the different philosophies and structures of the ANG and ARNG within the state; ability to develop and present employee programs and policies to management and employees to gain acceptance and understanding of findings and recommendations.About the company
