      Reports To: Chief of Human Capital and Liaisons with the Chief of OMME and Chief of Special Education BPS Overview: Boston Public Schools (BPS) serves over 48,000 children in 123 schools. BPS enrolls over 17,000 students identified as English Learner students (ELs), with approximately 3,000 ELs with disabilities. In addition, BPS enrolls over 10,000 students with disabilities, with approximately 3,000 MLLs with disabilities. Schools are the unit of change where our school leadership teams and educators create rigorous, supportive, and safe environments for every child to reach their full potential. Our work as a district is to ensure this is possible at every one of our schools. Job Summary: We seek a highly motivated and dedicated Human Capital Specialist to oversee the recruitment, hiring, and pipeline development for BPS special education and English as a Second Language (ESL) teachers. Under the supervision of the Chiefs of the Office of Specialized Services and the Office of Multilingual Multicultural Education, this position will be critical in ensuring that BPS attracts and retains qualified and passionate educators who can effectively support students with diverse learning needs. The Human Capital Specialists will be expected to complete a high volume of processes, track and monitor licenses, and must be able to form tight working relationships with district leaders. The Human Capital Manager will be required to design and sustain systems to ensure that all students, particularly multilingual learners and students with special needs, are taught by appropriately certified educators. The candidate must handle confidential and time-sensitive information, often within tight deadlines. Responsibilities: Collaborate with the Office of Specialized Services, the Office of Multicultural Multilingual Learners, and the Human Capital Recruitment Team team to design comprehensive recruitment strategies targeting local and national talent pools for special education and ESL teachers to ensure our students have appropriate licensed and trained classroom teachers. Identify innovative and effective channels to attract candidates committed to inclusive education. Proactively source, screen, and interview potential candidates for central and school-based special education and ESL teaching and administrative positions. Utilize a range of recruitment tools, such as job boards, social media, networking events, and partnerships with universities and teacher training institutions. Lead the selection process for special education and ESL teachers, thoroughly evaluating candidates' qualifications and experience. Create and monitor robust data and tracking systems to ensure that the District is accurately identifying and proactively responding to the certification needs of the District. Work cross-departmentally and collaboratively to support District priorities of increasing the Inclusion of all students, including Multilingual Learners, by prioritizing programs and initiatives targeting certifications that are reflective of said District priorities Collaborate with school administrators to ensure a smooth and efficient hiring process and expand on BPS's current pipeline program for special education and ESL teachers. Establish new partnerships with colleges, universities, and alternative certification programs to attract aspiring educators interested in inclusive teaching. Evaluate the effectiveness of our current programs. Promote diversity and inclusion in teacher recruitment by actively seeking candidates from various backgrounds and advocating for equitable hiring practices. Coordinate and facilitate an effective onboarding and orientation process for new special education and ESL teachers, providing them with the necessary resources, training, and support to succeed. Design and implement a new system to ensure accurate tracking of the ESL SG&S process. Qualify mentors, monitor educator progress, maintain records of required documentation, and prepare reports for senior administration BEC Program – Boston College Partnership for Teachers to obtain the Bilingual Education Endorsement (includes practicum support) RETELL - scheduling, verifying teachers, wider pool of people to teach those services Utilize data and analytics to track the effectiveness of recruitment strategies, pipeline programs, and teacher retention rates. Use insights to refine and optimize future recruitment efforts. Stay up-to-date with relevant laws, regulations, and special education and ESL teaching licensure requirements. Ensure all hiring practices align with legal standards. Build and maintain relationships with local and national organizations, professional associations, and educational institutions to expand the reach of the teacher pipeline program and stay informed about industry trends. Other duties as assigned by supervisors Qualifications - Required: Bachelor's degree in Human Resources, Education, or a related field. Prior experience in recruitment, talent acquisition, or human resources, with a strong understanding of the education sector, particularly special education and ESL Familiarity with the challenges and requirements of inclusive education and a passion for promoting equal access to quality education Experience with full-cycle recruitment and facilitating new hire orientation Excellent communication, interpersonal, and networking skills to build relationships with candidates, educators, and external partners Strong organizational skills and the ability to handle multiple tasks simultaneously in a fast-paced environment Proficiency in data analysis and using metrics to inform decision-making Knowledge of critical strategies and trends in employee relations High professional standards regarding customer service and work quality Self-starter with a solid commitment to outcomes Motivated and ability to multitask Demonstrated ability to find solutions to complex problems and issues Strong quantitative and analytical skills Negotiating, teamwork, and conflict management skills Knowledge of Federal, state, and local employment law (e.g., FMLA, FLSA, ADA) Qualifications - Preferred: Master's degree Join our team and make a meaningful impact on the lives of students with diverse learning needs.
