      Job Summary

      The IFP Design Standards & Regulatory Compliance Specialist reviews and analyses established or proposed changes to Instrument Flight procedures Design standards, practices and regulatory requirements as they relate to CARs part VIII and TP308 criteria for the development of Instrument Procedures. The Specialist has opportunities to influence the future direction of design standards when providing feedback on CARs part VIII and TP308 to Transport Canada. The Design Standards & Regulatory Compliance Specialist reviews and analyses changes to ICAO SARPs to determine the impact on Canadian operations and recommends implementation/differences and method of implementation as applicable. The Specialist supports the production and development of aeronautical information and data products through collaboration and projects across the company.

      Key Accountabilities:

      • Research existing and new regulations, industry-related design standards and best practices.

      • Develop high level design policies and procedures as they relate to introduced standards or criteria.

      • Provide subject matter expertise on multi-disciplinary project teams.

      • Provide guidance and interpretation on the application of design standards; seeks interpretations from the Transport Canada.

      • Provide Instrument Flight Procedures Design subject matter expertise on regulatory and industry internal or national working groups and panels.

      • Provide NAV CANADA and Instrument Flight Procedures Design subject matter expertise on international working groups and panels.

      • Support development of TP308 related training materials.

      • Liaise with the Transport Canada in matters of non-compliance/non-conformance relating to Instrument Flight Procedures design and publication (Annex 4).

      • Liaise with Transport Canada on behalf of NAV CANADA for deviations related to the application of TP308.

      Job Requirements

      Education:

      • Hold or have held a Canadian Airline Transport Pilot Licence or Canadian military equivalent.

      Experience:

      • Experience in using Canadian Air Navigation Services.

      • Minimum 3 years experience in the development of instrument flight procedure (IFP) and/or as a military instrument check pilot with instrument flight procedure development experience.

      • Experience in providing technical expertise in the area of AIM, IFP design criteria (e.g. TP308), practices and their impact on operations within the Air Navigation System.

      • Experience in writing technical documents, such as working papers.

      Knowledge:

      • Strong knowledge of Canadian Aviation Regulations Parts VI and VIII and associated standards as it pertains to the criteria and procedures used in developing instrument approach procedures.

      • Strong knowledge of IFP regulatory requirements.

      • Strong knowledge of TP312 and ARINC 424 coding rules associated with terminal procedures and airways.

      • Knowledge of terminal and enroute navigation, communication and surveillance systems

      • Knowledge of designated airspace

      • Knowledge of meteorological and telecommunication services

      Abilities:

      • Ability to research and understand regulatory standards, industry standards and best practices.

      • Ability to assess the completeness, pertinence and correctness of proposed changes to TP308 criteria.

      • Ability to effectively prioritize and organize time and workload.

      • Ability to analyze complex situations and identify and resolve problems in a technically complex environment.

      • Ability to communicate effectively, both orally and in writing, including writing and presentation of formal, technical, and conceptual information for a variety of audiences.

      • Ability to lead projects and/or participate as a member of a project team.
