- Eight to ten years of experience in program or information technology management

- Ability to analyze complex issues and make recommendations for action.
- Ability to plan, direct, manage, and supervise programs and activities of several technical units.
- Ability to plan, assign and review the work of technical, professional, and managerial personnel.
- Ability to manage multi-million-dollar annual budgets.
- Establishes policies and practices governing the operation, services, and staff of the branch.
- Serve as the Director in his/her absence.
- Leads or participates in user groups, task forces, and steering committee activities with other Senate or legislative branch organizations.
- Represents the SAA in meetings and activities with senior management of other Senate or legislative branch organizations.
- Proven ability to lead and manage diverse teams, integrating efforts across multifunctional and multi-disciplinary domains, from operations centers to threat intelligence.
- Expertise in identifying security controls of information systems and networks.
- Ability to provide expert technical advice, guidance, and consultaon on critical information security and risk management issues.
- Exceptional skill in articulating complex ideas clearly to a variety of audiences, both expert and non-expert, across a range of different media.
- Competence in promoting cybersecurity awareness and fostering a culture of cybersecurity within the organization.
- Strong skills in critical thinking, judgment, and creativity.
- Aptitude for assessing and implementing cybersecurity and information assurance strategies
and tactics. - Ability to manage multiple projects with competing deadlines, demonstrating prioritization and re-priorizaon in challenging environments.
- Bachelor’s degree in a related field with 9-10 years of relevant work experience, or an equivalent combination of education and experience. Advanced degrees may count towards years of experience.
- Professional security management certification (e.g., CISSP, CISM).
- Understanding of Risk Management Framework (RMF), Supply Chain Risk Management Practices, and Third-party vendor risk management.
- Familiarity with risk management processes, including methods for assessing and mitigating risks.
- Proficiency in cyber defense and vulnerability assessment tools.
- Experience with implementing and adapting information security management frameworks (e.g., COBIT, NIST).
- Comprehensive knowledge of computer networking concepts, protocols, network security methodologies, and various computer platforms (cloud, centralized, distributed, client-server, and stand-alone environments).
- Experience with ServiceNow Governance, Risk and Compliance and Security Operations modules.
- Deep understanding of types of cyber threats, vulnerabilities, and adversary capabilities.
- Knowledge of public administration principles, including governmental procurement, contracting, personnel, and capital project management.
- Familiarity with project life cycle methodologies.
- Understanding of executive-level network security administrative procedures, concepts, policies, and practices.
- Experience in incident management and ensuring the continuity of critical infrastructure.
The Senate Sergeant at Arms is seeking a Information Assurance Branch Manager. Develops standards for technical performance for outsourcing; conducts regular reviews of vendor’s contract performance; Serves as COR for the IT Support Services Contract and oversees CORs for outsourcing contracts; Oversees branch efforts for the contract re-compete process, including requirements generation, RFP creation and evaluation. Leads the preparation of long-term and short-term strategic plans; Manages the operations of the branch, including setting priorities, allocating resources, managing personnel, staff recruitment & training, performance evaluation and providing general oversight of projects. Develops, implements, and monitors the branch budget and budget expenditures; develops budget forecasts; creates documentation justifying requests; provides input into budget testimony; Uses cost/benefit analysis on a continuing basis to assess efficiency of services. Manages and supervises staff recruitment, training, motivation, and performance evaluation. Establishes policies and practices governing the operation, services, and staff of the branch. Prepares and maintains status reports; approves purchases; and performs related administrative requirements. Other duties as assigned.
