- Manages and supervises a team of professional Business Analyst staff in the Information Support Unit.
- Manages projects, including establishing, implementing, and maintaining approved work plans, schedules, target dates, and objectives.
- Implements policies, procedures, and standards.
- Reviews operational reports.
- Recommends staffing levels and training needs to the Integrated Eligibility System (IES) Application Manager.
- Utilizing Business Analyst tools, the Information Support Unit will support the DoIT/DHS IES JAVA based application supported with Web-Based tools (RAD, WebSphere).
- Updates the Illinois Eligibility System (IES) N-Tier application system utilizing: Corticon Rules engine standards within IBM WebSphere environments uses; iText, iBATIS, XML, Java Servlets, Java ServerPages (JSP), Enterprise JavaBeans (EJBs), IBM, AIX, DB2, COBOL, Rational Clearcase/Clearquest, Rational Application Developer, and Elixir Software.
- Directs staff in the performance of complex analysis of business to application requirements.
- Analyzes and documents existing IES programs in relation to IES application implementation timelines.
- Monitors system design and development to ensure adequate workflow.
- Verifies system readiness for implementation.
- Coordinates the accurate and timely completion of requests.
- Reports on status of projects and assignments.
- Identifies problem areas and initiates corrective action plan.
- Assigns and reviews work.
- Provides guidance and training to staff.
- Counsels staff regarding work performance.
- Reassigns staff to meet day-to-day operating needs.
- Establishes annual goals and objectives.
- Approves time off.
- Prepares and signs performance evaluations.
- Coordinates testing and implementation of projects and system modifications with agency users.
- Confers with application staff members and agency users to coordinate efforts and resolve problems.
- Continues education by attending meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures.
- Requires knowledge, skill, and metal development equivalent to completion of four (4) years of college, preferably with courses in management information systems, data processing, telecommunications or directly related fields.
- Requires prior experience equivalent to three (3) years of progressively responsible computer science experience in management information systems, data processing, telecommunications or related IT field in a public or business organization.
- Requires three (3) years of professional experience working in systems or business analysis utilizing Object Oriented design of N-Tier systems development with Corticon Rules Engine standards, IBM WebSphere iText, iBATIS, XML, Java Servlets, Java ServerPages (JSP), Enterprise JavaBeans (EJBs), IBM, AIX, DB2, COBOL, Rational ClearCase/ClearQuest, Rational Application Developer, or Elixir software.
