      The Town of East Hartford is seeking an Information Systems Specialist to become part of the team. Responsible for configuring information systems, providing technical support, and offering troubleshooting services to municipal departments.

      This role involves providing technical support, assistance, and training to municipal department employees on computer hardware, including mobile devices and accessories, as well as software. Responsibilities encompass deploying, troubleshooting, and diagnosing computer-related issues, conducting user training, and managing daily Local Area Network operations. The position demands making complex technical decisions and recommendations regarding hardware and software. It requires the employee to possess substantial knowledge, skill, and proficiency in personal computer technology, printers, mobile devices, and network systems.

      Offers technical support to municipal departments for personal computer and network issues, encompassing problem diagnosis, repairs, new installations, and configuration of both equipment and software.

      • Maintains existing workstations and applications and inventory of personal
      computer network hardware and software.
      • Must be proficient in Active Directory administrative duties including the addition of users, creation and modification of Group Policies, and general application of security groups for file sharing. Regulate level of access to maintain the authorized use of data, networks, and communications transiting the system or network with
      feedback from data owners.
      • Assists users in deciding what software may be needed for new work tasks as well as provide support for automation of repetitive manual tasks (macro’s, batch files, build in workflow management processes).
      • Install and configure software applications and troubleshoot problems as reported or discovered.
      • Assists various offices in maintaining third party software and provide cost saving recommendations to upper-level management.
      • Install, configure and maintain PC’s and mobile devices and provide lifecycle support of software in production.
      • Support network operations by providing level 1 and 2 troubleshooting of basic network performance problems and outages.
      • Develops and conducts software and hardware training. Train clients (individually and through classroom instruction) in the use of numerous Microsoft and proprietary software products.
      • Performs, as directed, various legacy data processing functions such as payroll check processing.
      • Proficient operation of Windows server OS and supporting hardware to deliver core
      services.
      • Maintains technical knowledge by routinely attending various IT Certification courses and/or training seminars, online learning modules to reduce the Town’s need to hire external consultants/services.
      • Advise in the development and updating of the Town of East Hartford system use policy. Cooperate with appropriate Town departments in the course of investigation of alleged violations of policy.
      • Support Town’s communications infrastructure (local offices, field offices, police, fire, dispatch) and mobile operations. Various technologies include but are not limited to email, phones, and wireless mobile technology.


      • Considerable knowledge of a variety of office software products.
      • Good technical knowledge of network hardware and operating systems.
      • Good understanding of basic programming (batch, Access, Excel).
      • Good knowledge, skill, and ability with regard to the operation and maintenance of personal computers and printers.
      • Considerable problem-solving abilities as related to information technology.
      • Considerable ability to establish and maintain effective working relationships with department heads, coworkers, and vendor representatives.
      • Must have the ability to service different operating system platforms and perform regular updates to those operating systems.
      • Must have the ability to use various imaging tools, deployment applications and MDM tools to efficiently deploy computer workstations and network connected devices.
      • Must have exceptional organizational skills and the ability to work independently wi t h a constantly changing set of priorities.
      • Ability to assess and evaluate information technology issues during the absence o f an I n f o rmation Technology Manager.

      Associate degree in c omputer te c hnology or r elated field, plus two to three years of progressively responsible Help Desk support experience including creation of user documents, spreadsheets, basic applications, as well as networking involvement. Associates Degree may be substitutable for work experience with relevant Information Technology Certifications.

      Personal computers, hardware and software, digital cameras, scanners, multifunction devices, laser printers, envelope inserting and folding machine, PBX and IP phones, mobile devices (including phones, tablets, and modems).
