      Examples of Typical Job Functions:
      All Duties

      • Provide timely Help Desk support by troubleshooting hardware and software issues, performing minor repairs, and escalating tickets, when necessary, all while delivering excellent customer service.
      • Assist City staff in effectively using computer systems and applications to complete their work.
      • Coordinate with software vendors for support, manage updates, and assist users in accessing vendor resources.
      • Perform basic Active Directory tasks, including user account management and mailbox administration.
      • Install, configure, maintain, and repair desktop computers, software, peripherals, and hardware in both office and server environments.
      • Procure, upgrade, and relocate computer hardware based on user needs, maintaining accurate documentation and technical records.
      • Support IT operations by staying current with technology trends, maintaining regular attendance, and contributing positively to the City's mission and values.

      Geographic Information Systems (GIS)

      • Utilize GIS software applications for the deployment of maps and their related information in paper, digital, and web format; coordinate with various City departments to determine their mapping needs.
      • Develop geographic information systems layers/data elements consistent with City standards; interpret information from recorded maps, land grants, deeds, and other data source documents; create standard and custom reports, maps, diagrams, exhibits, and displays using GIS software, workstations, plotters, digitizers, and other related equipment; determine effective presentation of information and select appropriate cartographic elements, including map projection, scale, color, shading, symbols, and other related elements.
      • Operate and maintain GIS database management systems to convert conventional maps into relational databases; integrate GIS with other City systems and databases such as asset management; update databases.
      • Provide technical support and train end users in the use of GIS and related equipment and applications; explain technical information to non-technical users, which includes assisting users in accessing and interpreting GIS information.
      • Respond to City staff, contractors, consultants, outside agencies, and the general public regarding City requirements related to GIS.
      • Use GIS and related software and hardware in conjunction with relational database management systems, support and contribute to the generation of maps, reports, files, and other informational resources for use by City departments, other agencies and the public; develop and maintain City atlases.
      • Prepare a variety of documents for administrative and record keeping purposes. Stay abreast of new trends and innovations in GIS; research emerging products and enhancements and their applicability to City needs.
      • Provide consultative services to user departments in the use of third-party tools (primarily ArcGIS) to access data in various software applications to produce complex maps that deliver analysis beyond that delivered by the original software.
      • Provide GIS-related services and support for citywide mapping operations and other planning/engineering functions and provide a wide range of support services to City departments in the design/procurement of database systems and software applications, the integration of other databases, and training of department staff in the use of GIS systems.
      • Utilize the City’s GIS system, analyzing user requirements, and translating them into GIS terms and actions.
      • Work with internal users, outside agencies and consultants to add and update data layers.
      • Work with other City application vendors to support the integration between GIS and those applications.
      • Produce a wide variety of maps and reports as well as provide technical assistance to all City departments.
      • Train users in new and existing GIS applications.
      • Interact with co-workers at all levels in the organization in a collaborative and customer-service oriented manner.
      • Perform all duties within the context of the City’s Mission Statement and Organizational Values.

      Education:
      • Bachelor’s degree in computer science, management information systems or a related field, or a comparable combination of education, training and experience which provides the requisite knowledge, skills, and abilities.
      • Coursework in geographic information systems (desirable).

      Experience:
      • Three (3) or more years of experience working with personal computer hardware and networked systems, as well as a variety of software applications, including Microsoft Office Suite and SQL-based database management (required).
      • Three (3) or more years of experience working with ESRI products in support of an enterprise Geographic Information System; ArcGIS version 10 or Pro (required).

      Knowledge/Skills:
      • Knowledge and skill in the use and operation of complex business applications and software systems, including Microsoft Office Suite, SQL Server, Outlook, Crystal Reports/SQL Server Reporting Services (SSRS), Microsoft Windows 11, and ArcGIS.

      • Strong working knowledge of database concepts and structure. Understand data models and relationships between data elements.

      • Good analytical/problem solving skills.

      • Understanding of GIS concepts, cartographic methods, and spatial analysis techniques (required for GIS).

      • Basic knowledge of Computer Aided Drafting (CAD) files and how to import into ArcGIS. Knowledge of the application of GIS principles in a municipal environment; GIS system requirements, applications, and uses; cartographic concepts and the ability to apply them in map production.

      • Knowledge of state of the art developments, concepts and practices in the areas of GIS systems, computers, computer networks, and telecommunications.


      Ability to:
      • Develop and maintain relational databases, including creating connections and table joins.
      • Install, maintain, and troubleshoot computer equipment, resolving user issues and configuration errors.
      • Collaborate with technical staff to address network, server, and system needs, identifying and analyzing solutions.
      • Analyze system requirements and implement complex software applications; ability to administer sophisticated GIS databases.
      • Communicate effectively, orally and in writing, with consultants, representatives, software developers, outside GIS agencies, department personnel, engineers, inspectors, City staff and the public.
      • Effectively manage and prioritize multiple tasks under pressure, demonstrating initiative and organization.
      • Communicate clearly and professionally with staff at all levels, offering support to users with varying technical abilities.
      • Demonstrate leadership through supervision, safety awareness, and consistent professionalism and reliability.
      • Possess a California Driver's License and a satisfactory driving record.

      • Receive satisfactory results from a background investigation; a physical examination, which includes a drug screen; and an administrative review.

      Physical Demands and Working Conditions:
      • Work in a standard office setting and use office equipment, including computers.
      • Vision to read printed materials and a computer screen.
      • Hearing and speech to communicate in person and by phone.
      • Finger dexterity for data entry and using office equipment.
      • Occasionally bend stoop, kneel, and reach; lift, push, and pull objects up to 20 pounds.
