      ABOUT THE JOB DETAILS:

      The State of Maine Application Development Group in support of the Department of Education and other assigned agencies is currently looking for an Information Technology Consultant (ITC) to backfill a recent vacancy due to retirement. Reporting directly to the Deputy Director, this position will be expected to collaborate with both business and technical teams. The ITC duties are technical work of an advanced, consultative nature in advising both assigned agencies and application development teams on matters related to information systems and automation technology within a specific area of expertise.

      You will have an opportunity to work with assigned agencies to help them determine their technological needs and be a liaison between them and MaineIT, for various endeavors. You will be involved in helping agencies and their vendors navigate our deployment certification process, and will work with our architect and senior development team mentoring quality best practices and processes to the overall development team.

      WHAT WILL YOU DO?

      • Oversee the applications in our supported agencies, having a sense of what they are, the importance of their role within the business work, the impact they have when unavailable, and the status of any work that is actively happening.
      • Provide advanced technical consulting services to internal/external information services managers, project and support personnel, line agency program managers/specialists, and line agency senior management to promote the development of comprehensive, integrated information systems.
      • Work with technical architects to ensure the software development process followed by the team is compliant with approved processes and escalate non-compliance as appropriate.
      • Advise, negotiate, and facilitate communication between technical personnel, vendors, managers, and user/customer groups to ensure the efficient design, development, and implementation of information systems.
      • Champion for MaineIT policy adherence for polices and processes with our internal staff and assigned agencies.
      • Research emerging technology and related concepts and assess applicability to and/or impact on the State’s information services infrastructure, standards, policies, and plans in order to advise concerned parties.
      • Prepare informational/educational materials and present technical information in a variety of formal/informal forums to share information concerning recent developments and capabilities of automation technology.
      • Provide oversight and leadership for controversial and/or groundbreaking endeavors to ensure a timely, cost effective, and positive outcome.
      • Organize and prepare work effectively to facilitate proactive resolution of problems, rather than reactive.

      MINIMUM QUALIFICATIONS:

      • A minimum of 10 years of a combination of related post-secondary education, technical certifications, or technology related work experience. Related training, internship experience etc. may be credited as related experience on a month-per-month basis.

      ADDITIONAL EXPERIENCE INCLUDES:

      • Ability to analyze, interpret, and present technical information and concepts.
      • Expert knowledge of current information services/automation technology systems and capabilities.
      • Ability to communicate effectively, verbally and written.
      • Ability to conduct in-depth research and analysis.
      • Ability to formulate and implement effective plans and solutions.
      • Ability to evaluate the applicability of current automation technology and trends to State Government’s systems and needs.
      • Ability to establish and maintain effective working relationships.
      • Knowledge of current State Government technology systems, capabilities, and needs is a plus.
      • Knowledge of State Government agencies, their missions, and the nature of the services they provide is a plus.
      • Knowledge of State of Maine IT policies and procedures is a plus.
