      The Department of Management (DOM), Division of Information Technology (DoIT), is seeking an Information Technology Enterprise Expert - Senior IT Product Portfolio Manager to join our team! This pivotal role will serve as the single point of accountability for a broad portfolio of complex IT products supporting Iowa Health and Human Services. This position will oversee technology products through their entire lifecycle—from initial concept to successful delivery—ensuring they align with strategic goals and meet evolving user needs. The position involves close collaboration with business and IT leadership, oversight of cross-functional fusion teams, and a commitment to continuous improvement driven by performance data and user feedback. The ideal candidate brings proven experience in agile environments; experience working with complex systems and teams; and a strong history of delivering impactful, user-centered digital solutions.


      Key Responsibilities:

      • Strategic Product Management
        1. Serve as the single point of accountability for a portfolio of enterprise-level IT products, ensuring alignment with agency goals.
        2. Define product vision, scope, and roadmaps to guide planning, delivery, and continuous improvement.
        3. Collaborate with executive stakeholders to identify opportunities for IT-enabled business transformation.
      • Product Development Lifecycle
        1. Oversee all phases of the product lifecycle, from concept through deployment and optimization.
        2. Work with subject matter experts, vendors, and technical teams to develop and implement scalable, user-centered solutions.
        3. Lead procurement efforts, evaluate vendor proposals, and support contract management activities.
      • Agile and Project Management
        1. Support the transition of legacy IT systems and teams to modernized solutions and agile methods.
        2. Maintain and prioritize the product backlog, ensuring delivery of high-value features and capabilities.
        3. Facilitate sprint reviews and guide the team in setting clear acceptance criteria and definitions of done.
      • Performance Monitoring and Optimization
        1. Track product performance using metrics, user feedback, and operational data to drive improvements.
        2. Identify and mitigate risks affecting delivery, performance, or financial outcomes.
        3. Ensure products meet regulatory requirements and align with IT governance frameworks.
      • Vendor and Stakeholder Collaboration
        1. Manage vendor relationships, contracts, and service-level expectations, ensuring timely resolution of issues.
        2. Partner with Executive Technology Officers (ETOs) to prioritize work, manage transitions, and escalate risks.
        3. Lead and support cross-functional Fusion Teams to coordinate delivery across business, IT, and external partners.

      The salary for this position will not exceed pay grade 37 of the 014 AFSCME pay plan ( $130,624.00 ) .


      Background Check Requirements:

      • After a conditional offer of employment has been made, and as the final step in the hiring process, candidates for this position will be subject to a background investigation, which may include but may not be limited to a verification of a candidate’s education, previous employment/work history, contact of personal references, motor vehicle records, and a criminal history check (including through Federal, State, or Local criminal justice agencies).
      • Information gathered as part of such background investigation will be treated as confidential to the extent permitted by Iowa Code section 22.7, 8B.4A, and other applicable laws, rules, and regulations; provided that, to the extent permitted by applicable law, such information shall be available to candidates upon request.


      955 Business Application Processes :

      6 months experience, 12 semester hours, or a combination of both including:

      • Ability to coordinate people and resources required to accomplish objectives without use of supervisory authority

      • Ability to solve program administrative and service delivery problems requiring evaluation of information from a variety of sources with few precedents

      • Knowledge of information systems, developments, and applications, including the ability to analyze and convert work processes to computer applications

      • Familiarity with connecting business requirements established by management with the services and capabilities deployed with information technology services

      • Essential business processes that use or can use information technology applications

      • Analysis of existing business processes and creating or modifying that process in an automated structure or framework

      • Knowledge of the process of transforming business processes that have been defined into a usable application through which the end user can easily access information

      Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

      **Please note: to pass the initial screening, applicants must demonstrate the stated experience in the minimum requirements.

      1) Graduation from an accredited four-year college or university with a degree in any field, and experience equal to five years of full-time work in one or more of the following areas: mainframe computing systems programming; computer-based networking (LAN, WAN); database management systems; applications development, maintenance, and testing; server and workstation operating systems; telecommunications carrier operations; and/or Internet/Intranet development and deployment.

      2) All of the following (a and b):
      a. Five years of full-time work experience in one or more of the following areas: mainframe computing systems programming; computer-based networking (LAN, WAN); database management systems; applications development, maintenance, and testing; server and workstation operating systems; telecommunications carrier operations; and/or Internet/Intranet development and deployment; and
      b. One of the following (i or ii):
      i. Twenty-four semester hours of accredited post-high-school course work in one of the specialty areas listed in part a; or
      ii. Certification from an authorized educational institution or a major computer/software producer in an area directly related to one of the specialty areas listed in part a.

      3) A total of nine years of education and/or full-time experience in one or more of the following areas: mainframe computing systems programming; computer-based networking (LAN, WAN); database management systems; applications development, maintenance, and testing; server and workstation operating systems; telecommunications carrier operations; and/or Internet/Intranet development and deployment, where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience.

      4) Current, continuous experience in the state executive branch that includes two years of full-time work as an Information Technology Specialist 5.
